Act Discharging prints till revised

The Lords of his Majesties privie Councill In the termes of and Confome to the tenor of the tuenty seventh Act fifth parliament of Queen Mary Discharge all printers uithin this Kingdome to print or reprint any pamphletts books or others relating to the Government or of Immediat publicke Concerne untill the samen be seen revised and examined By the Earls of Lauderdale and Annandale the Lord Advocat and Lord Anstruther and Sir John Maxuell of Pollock or any one or other of the saids persons whom the saids Lords doe heirby authorize for that effect with Certification to such who shall presume to Act in the Contrare hereof That not only shall all ther goods be Confiscat but Lykewise they shall be banished the Kingdome for ever And the saids Lords of his Majesties privie Councill ordaine their Macers to make Intimation to all the printers in Edinburgh And appointes Sir Patrick Home his Majesties Sollicitor to make Intimation to all the other printers uithin this Kingdome That they may not pretend ignorance and that by Macers or Messengers And appointes the said Sir Patrick Home sollicitor to wryte to the Magistrats of the respective burghs wher printers duells that they see this Act putt to due Executione and receave punctuall obedience.

The Letter underwryten from the Councill to the King Anent some alterations in the Militia being againe read was signed and ordered to be recorded Folloues the tenor of the Letter
May it please your Majestie
After the nottice and orders we receaved from your Majestie in December Last upon the report of a designed Invasion We Gave ane account of the diligence we used for having the Militia in such readines as that season would allow But now that the summer approacheth And your Majestie Requires us to Continow our care for the peace and security of the Kingdom We have thought fitt to revise the proposalls for modelling the Militia sent to and approven by your Majestie about a year agoe And to make such alterations as at this tyme seem necessary to Render the Militia more effectuall The account wherof is heiruith transmitted The points that more especiallie need your Majesties approbation are the pay of six shilling each muster day appointed to the Captains for their better Incouragement As well as the pay formerly Given to the majors Leivtennants and Ensignes a yearly Fee of fourty shillings to a Gun smith for every regiment For the better preserving your majesties armes and the Charges of transporting these armes from the magazines to the severall Companies all to be payed out of the Supply with the Changes we shall be necessitat to make of some of the superior officers In all which we wait your Majesties pleasure And in the mean tyme we are to Issue out a proclamation to have both the officers and men in readiness That what your Majestie shall farder order in this matter may be punctuallie obeyed as is the duety of May It please your Majestie Your Majesties most Loyall most faithfull and most obedient subjects and servants sic subscribitur Poluarth cancelar Lauderdale Annandale Forfar John Hamilton James Steuart J Hamilton W Anstruther John Maxwell Archbald Mure.

Act for a Collection for building a kirk att Koningsberg

Anent the petitione given in to the Lords of his Majesties privie Councill By the Ministers and Elders Commissioners appointed by the Late Generall Assembly Sheuing That wher ane address directed to the Generall Assembly of the Church of Scotland or in their absence to their Commissioners from theise of the Sotch Nation residing in Konigsberg in Prussia with the Ministers and elders of the reformed Church ther hath been presented to the petitioners by Mr Francis Hay their deputy Earnestly Craving the assistance of the Churches of this Kingdome for helping them to Carry on the building of the fabrick of a church which they have obtained the libertie to build by the favour of the Duke of Brandenberg as the said Address produced bears And seing that the said worke appears to be Good and necessary And that the petitioners are Indeed sensible of the Great and particular obligatione Lyes upon them to Give their Countrey men in that place all Assistance in their pouer which they Conceave Can only be done by their Lordships Interposing of their authority for a free and voluntar Collection to be made through the whole Churches and paroches of the Kingdome and that in the way and manner that may prove most effectuall And therfore Humblie Craving to the effect underwryten as the said petition Bears The saids Lords of his Majesties privie Councill Having Considered this petitione given in to them by the Ministers and Elders Commissioners appointed by the Late Generall Assembly with the Request of these of the Scotch nation in Konigsberg to the Generall Assembly of this Church or their Commissioners mentioned therin and produced theruith They doe hereby allow a Generall Collection to be made through the whole Churches and paroches of this Kingdome for promoting of the said work of building a Church at Konigsberg for these of the reformed religion and that it may be the more effectuall The saids Lords Doe heirby allow the respective presbyteries and ministers Concerned aither to make the said Collection at their Kirk doors or by the Ministers Elders and Deacons from house to house as they shall thinke most expedient And to Intimat the said Collectione upon such dayes as they shall think most fitt for that effect.

The Lords of his Majesties privie Councill Having Considered a Memoriall Given in to them By John Late Archbishop of Glasgow Craving that the Councill would Confyne him to the House of Airth In respect he Cannot find a Convenient Lodging for his Numerous family in the toune of Couper of Fife To which the saids Lords hes Confyned him They doe heirby Change the said John Late Archbishop of Glasgow his Confynment from the toune of Couper of Fife to the mansion place or manner place of Airth and three Mylles about the same And ordaines him furth uith to repaire to the place of his Confynment In respect He hath Given bond and Found sufficient Caution acted in the books of privie Councill That he shall Immediately repair to and Keep uithin the bounds of his said Confynment and Shall not Goe uithout the same And that he shall Live peacably under and uith all submission to the present Government of his Majestie King William And that he shall not Act Consult nor Contryve any thing in prejudice therof Nor shall not Converss or Correspond uith any rebells And that he shall appear before the saids Lords of his Majesties privie Councill whensoever he shall be Called or required to that effect under the penaltie of ane thousand pounds sterling In case he shall transgress in any pairt of the premisses.

Commission for Additionall Commissioners of Supply in Drumfreis shire

The Lords of his Majesties privie Councill Considering that by the first act of the fifth session of his Majesties Current parliament of this his antient Kingdome of Scotland Ther are Commissioners appointed (and named in that and preceeding acts of parliament) in each shire of this Kingdom for ordering and uplifting the supply granted by the said Act to his Majestie And by the said Act of parliament It is Committed to the Lords of his Majesties privie Councill upon the death or not acceptance of any of the Commissioners of supply appointed by the said Act of parliament To nominat and appoint others in their places And to add such other persons to be Commissioners as they shall think fitt And the saids Lords being Informed that some of the persons named in the said Act to be Commissioners uithin the shire of Drumfreis are aither deceased or have not qualified themselves for the exercise of their offices as Commissioners by suearing and signing the oath of alleadgance to his Majestie and signing the Assurance in the terms of the Acts of parliament att Leist that it is necessary and Convenient that more persons be added to the persons already named Commissioners uithin the said Shire Therfore the saids Lords of his Majesties privy Councill doe hereby add to the persons already nominat to be Commissioners uithin the forsaid shire the persons follouing Viz William Johnstoun of Corhead Archbald Murray of Duncrieff Andrew Johnstoun of Neutoun John Johnstoun of Persbiehall […] Tennent of Houes James Grhame of Schaw James Johnstoun of Selcoth Cornelius Euart of Sailfoot William Carruthers of Barckensyde Mr Thomas Rome of Cloudoun Mr William Johnstoun Son to the Laird of Westerraw and William Whyte in Pondine Chamberland to the Earle of Annandale And Have nominated and appointed And herby nominats and appointes the persones abovenamed as said is to be Commissioners of Supplie uithin the said shire of Drumfreis uith the other persons named in the said Act and preceeding acts of parliament And that for the effect above and in the said Act and preceeding acts of parliament particularly mentioned And Gives and Grants to the persons heirby nominat Commissioners as said is (so soon as they shall be qualified by suearing and signing the oath of alleadgance and signing the Assurance to his Majestie King William in the terms of the Act of parliament) the same pouer priviledge and Commission which by the said act of parliament is granted to the persons therin named To be exercised alse fullie and freely in all respects as if they had been named in the said act of parliament and as any other Commissioners of supply in any other Shire uithin this Kingdome does or many Laufullie doe And the saids Lords doe hereby authorize the persone who shall be Conveener of the Commissioners of supply in the said shire for the tyme to administrat the oath of alleadgance to the saids Commissioners heirby nominat as said is And to see them suear and subscrybe the same and signe the Assurance appointed by Act of parliament And that at the first dyet of the Commissioners meeting after their presents shall Come to their hands And appointes the saids Commissioners to report the said alleadgance so suorne and Assurance so signed to the Clerks of his Majesties privie Councill And that uithin the space of threttie dayes nixt after their meeting and administrating the said oath and Assurance.

William By the Grace of God King of Great Brittaine France and Ireland defender of the faith To […] Macers of our privie Councill messengers at armes our Shirreffs In that part Conjunctly and severally speciallie Constitut Greeting Forasmuchas the Great and abounding sins and provocations of this nation wherby the wrath of almighty God may be soe Justly Incensed Doe Call aloud to us and our people to Humble our Selves before God and Every one for his oun sins wherby he hath provocked the divyne Majestie and Increased the publick guilt And that we should most Importunatly deprecat these Judgements which these Great and Crying sins may soe Justly bring upon us and our poeple And that the hazard and danger to which our royall persone may be exposed during this ensuing Campaigne And the Great Concern this our antient Kingdome hath in the preservatione of our persone and in the prosperity and establishment of our Government uith the Great transactions presently under agitation abroad And that the present seasone of the year doe also Call for a Generall Fast and a day of solemn humiliation to be keeped throughout this Kingdome which Considerationes hath Lykeuayes Moved the Commissioners of the Late Generall Assembly to address the Lords of our privie Councill for that effect Therfore we uith advyce of the Lords of our privie Councill Command and appoint a day of Solemn fasting humiliation and prayer to be observed throughout the whole Kingdome with publick preaching and other religious duties upon thursday the tuenty seventh day of May nixt to Come upon which all are to be deeply humbled before God for the Great and Crying Sins of all ranks and orders of men in the nation and every one for their oun sins And therfore to deprecat his deserved wrath And fervently to Implore his mercy and Grace And more especiallie for the preservation of our persone the prosperity and establishment of our Government and for a Spirit of wisdome and Counsell to direct us and these Intrusted by us in these publick and Generall negotiations wherin we are at present Concerned And to bless the seasone of the year for prospering the fruits of the Ground untill he Croun the year with his goodnes which day of solemn humiliation and prayer above appointed we uith advyce forsaid require and Command to be most religiously and seriously observed by all our poeple in the forsaid duties of publick prayer and preaching and all other acts of deep humiliation and devotion suitable to the saids Causes and occasions as they tender the favour of almighty God and upon paine such punishment as may be Justly Inflicted upon all such as shall Contemn or neglect so religious and necessary a duety Our Will is Heirfore And ue Charge yow strictly and Command That Incontinent these our Letters seen ye pass to the mercat Crosses of Edinburgh and to the remanent mercat Crosses of the haill head burghs of the severall shires and steuartries uithin this Kingdome And ther In our name and authoritie make publication herof that none pretend ignorance And we ordaine our sollicitor to dispatch Coppies herof to the Shirreffs of the severall shires and steuarts of steuartries and their deputs or Clerks To be by them published at the mercat Crosses att the head burghs upon recept therof And Immediatly sent to the severall Ministers To the effect that the same may be Intimat and read in the severall paroch churches upon the Lords day Immediately preceeding the day above appointed As ye will Ansuer to us therupon The whilk to doe we Committ to yow Conjunctlly and Severallie our full pouer by these our Letters delyvering them by yow deuly execut and Indorsed againe to the bearer And ordaines these presents to be printed Given under our signet at Edinburgh the fifteenth day of Aprile and of our reign the nynth year 1697 sic subscribitur.

Mr Meldrum Mr Creichtoun and Mr Law Ministers at Edinburgh and the Laird of Lammingtoun as a ruling Elder did appear at the Councill barr as Commissionat by severall members of the Generall Assembly and represented that the present state of this Kingdome the abounding sins therof the season of the year and the hazard his majesties persone may be in in this years expedition wherin this nation and all Christendome is so much concerned Doe Call for humiliation by fasting and prayer And therfore Intreated the Lords of privie Councill to appoint a day of humiliation to be observed universalle throughout the whole Kingdome which the Councill Having Considered they appointed their Clerks to prepare a proclamation appointing a day of humiliation to be universally observed throughout the whole Kingdome from thrusday the tuenty seventh of May nixt And to present the same to the Councill against their nixt Meeting.
