The Lord Cardross added to the Committie formerly appointed upon the petition given in be Doctor Weymes anent some soumes resting be the university of St Androwes to him and to the Committies appointed anent the half moneths cess allowed to the said university and other affairs of that university.

Procedure

Lord Chancellour to Name a vice chancellour in the colledge of St Andrews

The Lord High Chancellour haveing Informed the Councill applicatione hes been made to his Lordship For nominating a vice Chancellour in the university of St Andrews who may officiat at the Lauriatione of the students there who are Capable of that degree for this present year And the Councill being sufficiently Informed that the Lord High Chancellour of this Kingdome hes been in use to nominate a vice chancellor when there wes no Arch Bishop of St Andrews who is Chancellour of the said university under the establishment of Episcopacie which is now abolished They recomend to the Lord High Chancellour to nominate a vice chancellor to the effect forsaid for this year.

The Lord High Chancellor having informed the council application has been made to his lordship for nominating a vice-chancellor in the university of St Andrews who may officiate at the laureation of the students there who are capable of that degree for this present year, and the council being sufficiently informed that the Lord High Chancellor of this kingdom has been in use to nominate a vice-chancellor when there was no archbishop of St Andrews, who is chancellor of the said university under the establishment of episcopacy which is now abolished, they recommend to the Lord High Chancellor to nominate a vice-chancellor to the effect forsaid for this year.

Recomendatione to the theasurie anent the Irish bybles

Forasmuch the Lord secretarie haveing acquanted the Councill that he hade receaved Comands from the Queens majestie to Let there Lordships know that there are prepared and printed at London about three thousand bybles one thousand new testaments and three thousand Catechismes in the Irish Languadge for the use of the people in the Highlands of Scotland who cannot speak Scotts and that they are readie to be transported to Scotland and the pryce payed only there will about Ane thousand pounds scotts yet neadfull In order for the expenses of transporting the saids bybles new testaments and Catechismes which being a pious use may be payed out of the vacant stipends The saids Lords of privie Councill Recomends to the Lords Comissioners of there majestyes theasurie to take effectuall course for the speedie payment of the said thousand pounds Scotts out of the first and readiest of the vacand stipends of there majestyes patronadges in this Kingdome or what other way they shall find most convenient which is to be repayed out of the vacancies in the Highlands They being most concerned in this matter so farr as these vacancies will extend to And appoints Jokhn Blair agent for the Kirk who hes alreadie some acts of Councill in his favours anent the said thousand pounds To attend the saids Lords Commissioners and give account to there Lordships what effect the acts of Councill in his favours have taken and to receave further orders from there Lordships of the theasury in this matter.

Recommendation to the treasury concerning the Irish Bibles

Forasmuch the lord secretary having acquainted the council that he had received commands from the Queen’s majesty to let their lordships know that there are prepared and printed at London about three thousand Bibles, one thousand New Testaments and three thousand catechisms in the Irish language for the use of the people in the Highlands of Scotland who cannot speak Scots and that they are ready to be transported to Scotland, and the price paid only there will about one thousand pounds scots, yet neadfull in order for the expenses of transporting the said Bibles, New Testaments and catechisms which being a pious use may be paid out of the vacant stipends, the said lords of privy council recommends to the lords commissioners of their majesties’ treasury to take effectual course for the speedy payment of the said thousand pounds scots out of the first and readiest of the vacand stipends of their majesties’ patronages in this kingdom or what other way they shall find most convenient, which is to be repaid out of the vacancies in the Highlands, they being most concerned in this matter so far as these vacancies will extend to, and appoints John Blair, agent for the Kirk, who has already some acts of council in his favour concerning the said thousand pounds, to attend the said lords commissioners and give account to their lordships what effect the acts of council in his favour have taken and to receive further orders from their lordships of the treasury in this matter.

Comittee anent Beggars

The Lords of there majestyes privie Councill haveing heard the overture from the Comittee for drawing a proclamatione anent Beggars again read and some amendements made thereon They recomend to the former Comittee with the Earle of Linlithgow and Laird of Steivinstoun or any tuo of the wholl being a quorum to revise these overtures and further amend the same or add thereto as they shall find Just and expedient And that the beggars be appointed to have distinct cadges in everie paroch And recomends to the Comittee to prepare a draught of a proclamatione in this matter to be presented to the Councill which is to containe a Certificatione againest such beggars as shall prevericat in giveing accompt of the paroches of there birth or who shall not declare the true paroch of the Same.

Committee concerning Beggars

The lords of their majesties’ privy council having heard the overture from the committee for drawing a proclamation concerning beggars again read and some amendments made thereon, they recommend to the former committee with the Earl of Linlithgow and Laird of Stevenson or any two of the whole being a quorum, to revise these overtures and further amend the same or add thereto as they shall find just and expedient, and that the beggars be appointed to have distinct cadges in every parish and recommends to the committee to prepare a draught of a proclamation in this matter to be presented to the council which is to contain a certification against such beggars as shall prevaricate in giving account of the parishes of their birth or who shall not declare the true parish of the same.
