Anent a Petition given in to the Lords of their Majesties privy Councill be Livetenant William Troop Shewing That quher the petitioner hade been allwayes under their majesties service of great Brittane ever since he was able to Carie armes and lately in their majesties service in Ireland as was weell knowen to many of the members of their Majesties most honorable privy Councill Wherupon the petitioner produced ane testificat of his cariadge in the Said Service, which is also therwith produced And now seing that the petitioner is become old weak and infirme by his severall wounds of shots and cutts And Especially in Ireland at the late Engadgment at Boyn Watter and else wher in their Majesties service of great Brittane and these wounds with the Sadd Sicknes he has hade since he came heir to Scotland, has so Disabled him that he is not able to serve ther majesties though he be willing at the time And True it is that these old wounds are broken out now of late and is under cure for the time Therfore the petitioner humbly beggeth and Craveth that the saids Lords would be pleased to take his Sadd and Miserable condition to their serious and Christian Consideration and to allow him some way for his subsistance by setling him in the invalids according to his Station, And order some releiff for him for the present tyme as the saids Lords should think fitt because of his great necessitie which is knowen both to the Apothecaries and Chirurgeons and to severall members of the most honorable privy Councill as the petition bears The Lords of their Majesties privy Councill haveing heard this petition given in to them be the above Livetenant William Troope Read in their presence They heirby Recommend to Sir Thomas Livingstoune Coomander in Cheiff of their Majesties forces within this kingdome and the Other officers appointed for Over-seeing the invalids To take tryall of the petitioners caise and conditione And to cause inroll him amongst the invalids in caise they shall see cause so to doe.

Anent a Petition given in to the Lords of their Majesties privy Councill be Mr William Veatch moderator of the Synod of Lothian and Tweedale for himself and in name and be half of the said Synod and John Blair agent for the kirk for his intrest Shewing That quher the Synod of Lothian and Tweedale with the Corrospondents from other Synods takeing to their consideratione how many good Spirits are Discouraged and brocken of from their Studies of Humanitie2 philosophie and Theologie meerly throw want of means to carie them throw And with all what a want ther is of men weell qualified in the forsaid sciences, and how servicable they might be in the kirk of god, Have Judged it expedient that a humble and serious address should be made in their names to the saids Lords for obtaineing so much out of the vaccand stipends of the kings presentation as aither are at present or may fall due to be applyed for the releiff and mantinance of the forsaid students. And Farder beacuse the present strait is great and the forsaid supplie cannot be Sudenly gott in, That the saids Lords would authorize a publict Collection to be made on some Lords day for the use forsaid in all congregationes within the Synods of Lothian and Twedale, Mers and Teviotdale and of Dumfrees, Galloway, Glasgow and Air Pearth and Fiffe, And that the money So Collected might be put in the hands of some persones whom the forsaid respective synods shall name for the Collection within their oun bounds To be destribute by them to the said students at schoolls and Collodges as their need shall requyre As the said act dated the Sixteinth day of February instant therwith produced would testifie And seing the forsaid good work has all the reason and merit that can posibly recomend any thing of that kind And that it is weell knowen that the Bursaries and all other fonds applicable to that purpose does nowayes answer the present exigence, And Therfore Humbly Craveing the saids Lords seriously to consider the forsaid act of the Synod and the good work therby Recomended And not only to Authorize and ordaine the forsaid Collection to be made at such dayes as the saids Lords should think fitt to order by ther proclamation for that effect bot also either to grant a Competent share of the saids vaccancies for the ends forsaids as the saids Lords shall think fitt to modifie, or at least to Recomend the same to the Lords of thesaurie that they may see it done in such a quantitie and maner as may be most suitable and effectuall for carieing on so good a designe that throw the blessing of god may prove of Singular advantage both to Church and state as the petitione bears Which petition being read in presence of the saids Lords They Recomended to a Committie of their oun number to consider the same and subject matter therof and report their opinion theranent, And the saids Lords of privy Councill this day haveing Considered the said petition with a report of the said Comittie They heirby allow a voluntar contributione to be Collected at the Church doors of all the parishes within the above named Presbytries to be Imployed for the ends mentioned in the said petition, And Appoints the day for Collecting to be the last Lords day of May nixt to come, And appoints the Ministers to make publict intimatione of the day appointed for the said Collectione upon the Sabbath or Lords day Imediatly preceiding the same after divyne service before the congregation be dispersed And that the moderator and ministers of each presbyterie appoint a responsall faithfull Collector in each presbytrie and take bond from him that the Collectiones be Imployed for the ends above appointed.

Anent a Petition given in to the Lords of their Majesties privy Councill be William Fae Serjant in Sir James Lesslies regiement Shewing that quher the petitioner haveing by warrand of Major generall Liveingstoun in pursuance of ane order of the Comittie of privy Councill for tryall of the Robberies and thifts lately committed Imployed himself now these thrie moneths by past upon his oun expences except five punds Sterling allowed him be the said Comittie and that So Successfully albeit with the hazard of his life (as particularly in seizeing on Mr Smith and Wauch notorious highway men) That not only great Discoveries are made by the petitioners means bot severalls are apprehended, and two actually convicted by ane asyse besydes these that are yet in prison, And seing ther are a great many more of the Gange yet to be discovered and seized And that the petitioner out of a perfect abhorance of such villanies is resolved upon the saids Lords countenanceing and warranting of him not to spar the outmost hazard of his oun persone may be exposed to In discovering searching out and seazeing of these robbers and theives as he hade allready done And Therfore Craveing the saids Lords not only to authorize and Impower the petitioners seizing of high way men robbers and theives Bot likewayes to modifie him what small expences they thought fitt for his encouradgment, his endeavors and travells in serving the saids Lords and the Countrie in this sort allready as said is haveing outerly exhausted him allready as said is haveing Considered this petitione given in to them be the above William Fae They heirby Recommend to the Lords Commissioners of their Majesties thesuarie To cause payment be made to the petitioner of the soume of Ten pounds Sterling for his bygone Service in searching after and seazeing upon robbers And also to cause payment be made to the said petitioner of such soumes as shall be appointed and determined be the Lord Cardross Lord Carmicheall and Justice Clerk or any of two them being the Committie formerly appointed anent robbers for the petitioners service in seazeing robbers in time comeing not exceiding five punds sterling for each robber who shall be seized be the petitioner for each robber who shall be seized be the petitioner and shall be convicted of the Crimes of robberie or Thift, And Recomends to Sir Thomas Livingstone Commander in Cheiff of their majesties forces within the kingdome to Grant Foreloaffs to the petitioner from time to time for Competent spaces of time that he may doe his dutie and dilligence in seeking out and apprehending of robbers.

Anent a Petition given in to the Lords of their majesties privy Councill be David James Walter William John Robert Marion and Anna Stewarts Cheldrein of Sir Thomas Stewart of Coltness and Lillias Stewart daughter to the deceast Sir James Stewart of Kirkfeild Shewing That quher they hade undoubted right to the Lands of Goodtrees and several soumes annualrents and others quherof the writtes and evidents with the Chartor chist were burned and consumed to ashes in the fire that burned doune their fathers house in Sir James Stewarts closs in Aprill Jaj vjc nyntie so that necessarly it was that they hade the tenor therof made up by Decreet of Parliament which they also intended in the session of parliament the said year Bot were hindred by reasone that they could not so quickly learn who were the representatives and nearest of kine of their authors who ought to be conveened And seing they hade now informed themselves as to these persones, And that his majestie hath given assurance that the parliament shall meet And that for saveing of time It was necessary that they hade the saids Lords warrand for citeing of the persones concerned as the custome is in the like cases And Therfore humbly Suplicating to the effect aftermentioned The Lords of their majesties privy Councill Haveing Considered this petition given in to them be the Childrein of the Laird of Cultnes and Sir James Stewart They heirby give order and warrand to the Clerks of Councill to give out a Sumonds at the petitioners instance against the persones and witnesses to be Condescended on be for citeing these persones and witnesses to2 appear before the parliament before the parliament in the termes above written And Recomends to any of their oun number to signe and pass a bill in Comon forme as the warrand of the said sumonds.

Comittie and order anent beggers

The Lords of their majesties privy Councill haveing Considered a memoriall given in to them be the Magistrats of Edinburgh Representing that the saids magistrats have dilligently endeavored to obey their Majesties proclamatione for entertaineing of the poor But meet with these Following difficulties primo that the adjacent parishes to the oune retaine great numbers of beggars who begg allwayes in the toune and they neither keep them at home nor have they settled any way for intertaineing of them Especially the West Kirk parish And when beggars are sent to them on the maner prescryved by the proclamation they neither grant recepts for them nor hinder them from returning to the toune of Edinburgh. Secundo The proclamation appoints the half of the stent for the poor to be Imposed on the heritors, the other half on the inhabitants who are not heritors which is presumed to be Calculat for Landward parishes wher ordinarly heritors doe receid, Bot in Edinburgh many of the heritors Live in Countrey places and no doubt contribute to the poor their, And the wholl burdein of the poor did ever Lye on the Charitie of the inhabitants, And if it were Otherwayes It would be very2 heavy on the toune heritors Tertio The warrand to Stent or to fyne those who refused or delay to contribute is not so very Clear to warrand the execution Quarto The Magistrats are straitned what to doe as to lame miserable Souldiers; Blew gown beggers, and the wyfes of those as are prest to be Souldiers The saids Lords Doe heirby Recomend to and Authorize the Committie formerly appointed anent the beggars in Edinburgh viz the Earle of Linlithgow Viscount Tarbat Lord Cardross and the Laird of Blackbarrony or any thrie of them to Call for the heritors elders or kirk session of the parish of the West Kirk and such adjacent parishes to the toune of Edinburgh as they shall think fitt, And Call them to account how the proclamation anent beggers is obeyed or if the same be retarded in their severall parishes as to the second and third articles anent the stenting for contributione referrs to the Comittie to fall upon Overtures on this head and report them to the Councill And as to the Fourth article Ordaines the Magistrats to doe therin as by the proclamation of Secret Councill is appointed, And Recomends to this Comittie to call the magistrates to ane account anent Cleanseing of the streets and put them to their dutie in that matter and adds the Lord Advocat to the Committie and Continues the quorum as Formerly.

Secundo The proclamation appoints the half of the stent for the poor to be Imposed on the heritors, the other half on the inhabitants who are not heritors which is presumed to be Calculat for Landward parishes wher ordinarly heritors doe receid, Bot in Edinburgh many of the heritors Live in Countrey places and no doubt contribute to the poor their, And the wholl burdein of the poor did ever Lye on the Charitie of the inhabitants, And if it were Otherwayes It would be very2 heavy on the toune heritors Tertio The warrand to Stent or to fyne those who refused or delay to contribute is not so very Clear to warrand the execution Quarto The Magistrats are straitned what to doe as to lame miserable Souldiers; Blew gown beggers, and the wyfes of those as are prest to be Souldiers The saids Lords Doe heirby Recomend to and Authorize the Committie formerly appointed anent the beggars in Edinburgh viz the Earle of Linlithgow Viscount Tarbat Lord Cardross and the Laird of Blackbarrony or any thrie of them to Call for the heritors elders or kirk session of the parish of the West Kirk and such adjacent parishes to the toune of Edinburgh as they shall think fitt, And Call them to account how the proclamation anent beggers is obeyed or if the same be retarded in their severall parishes as to the second and third articles anent the stenting for contributione referrs to the Comittie to fall upon Overtures on this head and report them to the Councill And as to the Fourth article Ordaines the Magistrats to doe therin as by the proclamation of Secret Councill is appointed, And Recomends to this Comittie to call the magistrates to ane account anent Cleanseing of the streets and put them to their dutie in that matter and adds the Lord Advocat to the Committie and Continues the quorum as Formerly.
