Warrant for burning a proclamation Declaring the prince of Wales to have right to the Crown of Scotland

The Lord high Chancelor haveing acquainted the Councill that ther was a treasonable paper affixt upon the Cross of Edinburgh Containing a declaration that the right of the Crown of Scotland was devolved on the pretended prince of Wales as King James the Eight The Lords of his Majesties privy Councill Doe hereby Ordaine the said paper to be brunt by the hands of the Comon hangman at the said Cross of Edinburgh betwixt the hours of Eleven and twelve of the Cloak the morrow in the forenoon In token of their abhorrence therto; And appoints the Magistrates of Edinburgh to see the said paper brunt at the said time.

Proclamation Regulating Severall particulars anent the Pole, and Intimating the next years pole

Proclamation Regulating Severall particulars anent the Pole and Intimating the next years Pole. Being Read was voted approven and Signed. wherof the tenor Follows.
William By the Grace of God, King of great Brittain France and Ireland defender of the faith To […] macers of our privy Councill, Messengers att armes our sheriffs in that pairt Conjunctly and Severally Specialy constitute greeting. Forasmuchas The First years pole-money, Imposed by ane act of the last Session of this our current parliament, is not duely and Completely payed into the Tacksmen or farmers thereof, by Sundry persones lyable in payment of the same, notwithstanding of the forsaid act of Parliament and severall proclamationes of our privy Councill past and published thereanent, But severall Doubts and difficulties are alleadged and pretended before the severall magistrats and others appointed as Judges, Betwixt the saids Tacks-men and Farmors, and any of our Leidges anent the payment of the said pole-money, wherby the diligence allowed by the forsaid act of Parliament For raising and Inbringing of the Forsaid pole-money is very much obstructed and delayed. For Remeed whereof, We with advice of the Lords of our privy Councill, Appoint and ordain all the ministers of the Gospell, and women unmarried, who are of Free Stock and means, in the termes of the forsaid act of Parliament, To be lyable in their Single pole, alse well as any other of our Leidges. And That where there is a widow Liferentrix and fiar upon one and the same Estate, That the fiar be lyable in polemoney conform to his valued Rent, mentioned in the forsaid act of Parliament, and the widow to be lyable, to a Third-pairt of what her husband would have paid, if polled the time of his decease; And Sicklike all Heretors below Sixty pounds of valued Rent and off a Thousand merks of Free Stock or upwards, besides their saids Lands, should be lyable in pole money Effeir and to the Rate of their said stock, Item That all persones out off the Kingdom, having ane Estate Real or moveable within the Same, to be lyable in polemoney according to the value therof in the terms and conform to the respective Classes, and Charactors, Factors or Chamberlains may be conveened For payment of the Single pole, For which the said absent persons are Lyable accordingly unless the saids persones were out off the Kingdom Fourty days before The Thirty First day of august Jaj vic nynty Eight years, and did not Return to the same For fourty days after the First day of march, Jaj vic nynty nyne years; And Sicklike That all persones not writers to the Signet who design themselves writers, or commonly practises writing of Bonds Discharges or the Like, be lyable conform to the Forsaid act of Parliament. And we with advice forsaid Require and Command The Sheriffs of the Severall Shires, Magistrats of Burghs, Commissioners of Supply, Stewarts of Stewartries, Baillies of Regalities or Barronies, or their respective Deputs, and all others persones authorized by any of our former Proclamations, To proceed and determine in the caices above sett-Down in manner above mentioned, and That they and Each of them Keep courts and hold days att the head Burghs of the respective Shires, Stewartries and Regalities, For decideing all differences Betwixt the saids Tacksmen and our Leidges anent their Pole-money, and That how oft they shall be desired and Required by the saids Tacksmen, For that Effect and That they shall not proceed to Judge, and determine any differences anent the Pole-money, Except at the saids respective head Burghs allenarly, unless the saids Tacksmen, their sub-tacks-men or Collectors Shall desire the same or Consent therto, And Forasmuchas The time For stateing and Classing all persones lyable in the second years pole Imposed by the Twenty Fifth act of the last Session of this current Parliament doth approach, And That it is necessary our Leidges have due Intimation therof, To the Effect they may prevent their being Lyable to the certificationes contained in the act of Parliament made thereanent: Therefore we with advice forsaid, Require and Command all our Leidges whose conditions or Characters are allowed, or who did not duely class themselves, in the last years Pole, now to Class themselves and give in the List of their Poles, under the certification as For the former years, and whose conditiones are not altered as said is, Free of new classing and listing, but still lyable as classed the said last year; And The Commissioners of Supply are to meet, and divide themselves, and doe Every other thing anent the Stateing Classing as above, and Inbringing of the aforsaid polemoney For this Ensueing year, as they were appointed by the Forsaid act of Parliament anent the last years pole-money, and this present, or any other Former Proclamation past and published thereanent. All which are heirby revived and declared to be in Full Force and Effect. In Reference to all persones and things theirin contained, For stateing as above uplifting and paying the said Pole-money for this Ensueing year, Sicklike and in the same manner, as they were For the pole-money in the year preceeding. Our Will is Heirfore and we charge yow Strictly and Command, That Incontinent these our Letters Seen ye pass To the mercat cross of Edinburgh and Remanent mercat Crosses of the haill head Burghs of the severall Shires and Stewartries with this Kingdom, and There in our name and authority by open proclamation make Intimation heirof, That none may pretend Ignorance, And ordains thir presents to be printed and published, Given under our Signet att Edinburgh The Fifteenth day of September, and of our Reign the Eleventh year. i699 Sic Subscributur.

Proclamation anent the Poor, and provideing Correction-Houses for them, The Following proclamation being prepared was Read and Signed wherof the tenor Follows.
William By the grace of God, King of Great Brittain France and Ireland defender of the faith To […] Macers of our privy Councill, Messengers att armes, our sherifs in that pairt, Conjunctly and Severaly Specialy constitute Greeting Forasmuchas The Extraordinary dearth and Scarcity For These severall years bypast, hath hindred the due Execution of the several acts of Parliament and Former proclamationes of our privy Councill made and published anent the provideing of the poor; And That now the Seasonable and plentifull harvest may allow and doth Require Setled and ordered provisiones to be made For the mantenance of the said poor, before the approaching winter, Therfore we with advice of the Lords of our privy Councill, Require and command the Sheriffs of Shires, and Stewarts of Stewartries, and the Heretors, and Commissioners of Suply within their Respective Jurisdictiones, To meet and Conveen upon the Second Thursday of October next to come And There take under Consideration the acts of Parliament and Former proclamationes of our privy Councill made anent provideing of the poor, and in prosecution therof, To lay down Such Rules and measures for mantaining and Subsisting the poor within the several parochs of the saids respective Jurisdictiones as have Resided within the same for these Thrie years bypast, and For Sending away Such of the said poor as are wandering Beggers, to the places where they have hade their Respective Residences for the last Three years bypast, and That the most orderly and Regulat method they shall think fitt, And for the Better, provideing and Subsisting of the said poor within the respective Shires and Stewartries, We with advice forsaid, Require and Command the magistrats of the Several Burghs aftermentioned, Betwixt and the First day of December next to come, To provide Correction houses, For Receaveing and Intertaining of Beggers, vagabounds and Idle persones within their Respective Shires conform to the acts of Parliament made theranent Viz The Magistrats of the Burgh of Edinburgh a Correction-house for the Burgh and Shire thereof The magistrats of the Burgh of Dumfreis a Correction house, for the said Burgh and Shire, The magistrats of the Burgh of Air, a Correction house for the said Burgh and Shire. The magistrats of the Burgh of Glasgow a correction house for the said burgh and Sherifdom of Lanerk. The magistrats of the Burgh of Stirling, a Correction-house for the said Burgh and Shire thereof, and Sheriffdom of Clackmannan, The magistrats of the Burgh of Perth, a correction house For the said Burgh and Shire therof. The magistrats of the Burgh of Dundee a Correction house for the said burgh and Sheriffdom of Forfar; The magistrats of the Burgh of Aberdeen, a Correction house For the said Burgh and Shire therof. The magistrats of the burgh of Inverness, a Correction house for the said burgh, and Sheriffdom thereof, Each of which houses shall have a Large Closs, Sufficiently Inclosed, For keeping the said poor people, That they be not necessitat, to be always within doors to the hurt and hazard of their health And we with advice forsaid Require and Command the Saids Correction houses to be provided and in Readiness by the said respective magistrats, Betwixt and the First day of December next to come, under the penalty of Five Hundered merks Scots money to be Imployed For the use of the poor of the said Shire. And ordaines the magistrats of the respective burghs abovementioned To Receave the poor of the shires above sett down, which shall be sent to them at and after the said day and Intertain the same whither the saids Correction houses be provided or not. Warrand For Banishing John Weir

His Majesties Advocate, Having Represented to the Councill that John Weir Sometyme in Carnwath parish, was sent prisoner For Breaking of Barns and houses and Stealing out severall goods in the night tyme and That the probation was not so Full and clear, But that he hade consented to Banishment out of the Kingdom never to return under the pain of death, as his Consent under his hands To his Majesties Advocate will Testifie Therfore The saids Lords of his Majesties privy Councill of Consent of the said John Weir, have Banished and heirby Banishes him the said John Weir Furth of this Kingdom of Scotland, And discharges him to Returne within the same att any tyme hereafter without his Majestys or the Councills orders for that Effect, And heirby gives order and warrant to the Magistrats of Edinburgh and Keeper of their Tolbooth where the said John now lyes, to sett him att liberty Furth therof In order to his said Banishment, The said John Weir First before Extracting heirof Enacting himself in the Books of privy Councill, That he shall undergoe observe and fulfill the said Banishment, and never Return within this Kingdom without his Majesty or the Councills warrand for that Effect, under all highest pain that after may follow.

Warrant To Alexander Ogilvie of Forglan To be printed warden of the mint

The Lords of his Majesties privy Councill, Doe heirby authorize and grants Full power warrand and Commission To Alexander Ogilvie off Forglan principall Keepr of his Majesties Signet under the Viscount of Seafield one of the principall Secretaries of State for this Kingdom To Exerce the office of principall warden to his Majesties Mint-house Sicklike and alse freely in all Respects as any principall warden in his Majesties Said Mint-house hes done or might have Laufully done in tyme 2 bygone, and this present Commission is to Endure ay and while his Majestie grant Commission, Nominating a principall warden To Exerce the said office which is now vacant through the decease of Mr William Spence principall warden, The Said Alexander Ogilvie of Forlan First before his Entry upon the Exerciseing of the said office qualifieing himself, by swearing and signeing the oath of alledgance and signing the assurance and association appointed to his Majestie by the acts of Parliament and proclamationes of privy Councill, and giveing his oath de fideli.

A Proclamation of Councill anent Correction houses For the poor past upon the Thretty First of march Jaj vic nynty nyne, but never published because not Filled up as was Recomended to the Lord Advocate To doe, Being Read this day, The Councill Recomends to the Lord Advocate To draw a new proclamation appointing Correction houses to be built, By the Towns and Burghs of Edinburgh, Aberden Perth, Glasgow, Stirling, Air, Dumfreis, Dundee, Inverness and Montrose, Betwixt and the […] day of […] next, and ordaining all vagrant Beggers to repair to the places of their birth, or to the places wherin they have hade their Residence, For this last Three years bygone, And appointing the Sheriffs of Shires and Stewarts of Stewartries To meet with and call together att the meeting of the Shire att Michaelmess next, the Commissioners of Supply within their Bounds, and To see this proclamation putt to punctuall Execution and appointes the Sheriffs and Stewarts in their Respective Bounds To Return their Report to the Councill off their diligence in this matter and that betwixt and the first of December next, under the penalty of […] And ordaines The Three last2 Proclamationes of Councill anent the poor, To be Reprinted with this Proclamatione.
