Act Mr Alexander2 Alexander minister at Glass

Anent a Petition given in to the Lords of their majesties majesties3 Privy Councill be Mr Alexander Alexander minister at Glass Shewing That quher the petitioner being presented to be minister at the kirk of Glass he did officiat for severall years in the said charge untill the late act of Parliament in favors of Presbyterian ministers In obedience to which act of Parliament the petitioner did voluntarly cede and give place to the nou deceased Mr George Meldrum of Crombie who did serve at the said cure in anno Jaj vjc sixtie one Bot he haveing lately dyed the petitioner did returne to his charge and upon the twentie-fourth of november last (which was appointed by the saids Lords to be a day of thanksgiveing for his majesties returne and preservation) The petitioner was to have preached a sermon suitable to the day and in order therto endeavoured to enter the Church and was kynlie received by all his parishioners except only by one John Gordon younger of Baldornie professed papist who as it would appear did conceave a prejudice against the petitioner by reason of his being so ueell affected to the government (as is knowen to the Master of Forbes and Laird of Grant) Did with severall of his domestick servants in a most violent maner threaten and offer to kill the petitioner on the place by entering the Church so that the petitioner was necesitate that day to preach in the Church yeard, And to this hour he was not safe to returne to his charge Unles that he hade the saids Lords Protection, And seing as said is that his affection to their majesties Is so weell knowen as may evidently appear from this that he was only opposed by profest papists And willers to the government And that allwayes he did and presently was most willing to give obedience to all Lawes whither Civill or Ecclesiastick and that then ther was no Church Judicatione in the north of Scotland, And that it is prejudiciall in the mean tyme for the parishin to want a minister And Therfore Humbly Craveing the saids Lords would Consider the premisses and would allow him their Lordships protectione in the exercise and Imployment of the said Church against all attempts that can be made against the petitioner therin by the said John Gordon or any others, And would ordaine the petitioner to be put in the peaceable possession therof and of the uplifting the Stipend beyond what should be due to the said Mr George Meldrum and his representatives as the petition bears The Lords of their majesties privy Councill haveing Considered this petition given in to them be the above Mr Alexander Alexander They heirby Grant their Protection to the petitioner in the exercise of his Ministrie within the parochin of Glass and allowes to him the stipend of the above kirk of Glass after the tyme of the stipend due to the above deceast Mr George Meldrum for his service at the said kirk and the Aun due to his relict and Childrein is elapsed and so long as the petitioner shall continue to preach and exercise his ministrie within the said parish untill the said kirk be legally planted.

The Lords of their majesties privy Councill haveing Considered a petition given in to them be John Gray and James Kirkwood Compleaning they are pressed as Souldiers They heirby Appoint Sir James Lessly Commander in Cheif for the tyme of their majesties forces within this kingdome to cause transport the petitioners under a guard from the Tolbooth of Linlithgow wher they now Lye to the Tolbooth of Edinburgh And ordaines the magsitrats of Linlithgow and keeper of their tolbooth to deliver the petitioners to the guaird that Sir James Lessly shall send for them and the magistrats of Edinburgh and keeper of their Tolbooth to2 receive3 them from the said guard And Recomends to the Committie anent persones alledged taken on to be Souldiers to hear both the petitioners and Captain murray who is alledged to have taken them on, with power to the Comittie to give order for setting the petitioners at libertie if they see cause, And Grants warrand for Citeing Captaine Murray to appear before the Committie upon twentie four houres warning

Proclamation

Proclamation appoynting heretors to be in readyness upon fourty eight houres advertisement

The Following proclamatione being read votted and approven wes signed and ordered to be recorded whereof the tenor followes William and Marie by the Grace of God King and Queen of Great Brittaine France and Ireland defenders of the faith To our Lyon King at armes and his brethren Heraulds macers of our privie Councill pursevants messengers at armes our Shirreffs in that pairt Conjunctly and severallie speciallie constitute greeting Forasmuch as wee with advyce of the Lords of our privie Councill have thought fitt to putt the countrey in a posture of defence againest any Invasione from abroad of French and Forraigne papists or other Enemyes or againest any Insurrectione at home from unnaturall Countreymen threattened to this our ancient Kingdome whereby it may become the seatt of a bloodie warr And for that end have appoynted all the officers of our standing forces within the said Kingdome to attend there duetyes And Considering that the cheiff defence of this our ancient Kingdome Lyes in the affectione and armes of the nobility Gentrie heretors wodsetters and Lyfrenters Who owe to us and there Countrie to be in readyness And to shew all alacrity for the defence of religion Lawes and Libertyes And these and all dear to us and our subjects being now at the stake in the cases forsaids Therefore In order to our defence and the defence of the natione wee with advyce forsaid doe Comand and requyre all heretors wodsetters and Lyfrenters of whatsomever quality within this our ancient Kingdome To putt themselves presently in readyness with there best horses (being good and sufficient) armes and provisiones And that according to there respective qualityes and estates To meet and Conveen on Fourty eight houres advertisement and attend our Host and Standard as they shall be called by order from our privie Councill for resisting the said Invasione and Insurrectione If the same shall be attempted under such Comanders and officers as shall be notifyed to them respectively from our Councill table And at such tymes and places as shall be by them appoynted And there to receave such further orders as shall be given by us or these Commissionat by us And wee doe hereby Certifie all herein concerned who shall not attend such randezvouzes to be appointed And obey these presents In maner above ordained That they shall be punished as wilfull absenters from our Host and Standard, Our Will is Herefore And wee charge yow strictly and Command that Incontinent these our Letters23 seen ye pass to the mercat cross of Edinburgh and remanent heid burghes of the severall shyres within this Kingdome And there in our name and authority make publicatione of the premisses that none may pretend Ignorance And ordaines these presents to be printed Given under our Signet at Edinburgh the tuelth day of Januarij and of our reigne the Fourth year Jaj vjc nyntie three yeirs Sic Subscribitur Tweeddale cancel: Douglas Linlithgow Lothian Leven Forfar Breadalbain Tarbat James Stewart Archibald Murray William Lockhart

Proclamation

Proclamation appointing heritors to be ready upon 48 hours’ advertisement

The following proclamation being read, voted and approved, was signed and ordered to be recorded, whereof the tenor follows: William and Mary by the grace of God, king and queen of Great Britain, France and Ireland, defenders of the faith, to our Lyon King of Arms and his brethren heralds, macers of our privy council, pursuivants, messengers at arms, our sheriffs in that part jointly and severally specially constituted, greeting. Forasmuch as we with advice of the lords of our privy council, have thought fit to put the country in a posture of defence against any invasion from abroad of French and foreign Catholics or other enemies or against any insurrection at home from unnatural countrymen threatened to this our ancient kingdom, whereby it may become the seat of a bloody war, and for that end have appointed all the officers of our standing forces within the said kingdom to attend their duties; and considering that the chief defence of this our ancient kingdom lies in the affection and arms of the nobility, gentry, heritors, wadsetters and liferenters who owe to us and their country to be in readiness and to show all alacrity for the defence of religion, laws and liberties, and these and all dear to us and our subjects being now at stake for the foresaid reasons, therefore for our defence and the defence of the nation, we with advice foresaid command and require all heritors, wadsetters and liferenters of whatever quality within this our ancient kingdom to put themselves presently in readiness with their best horses (being good and sufficient), arms and provisions, according to their respective qualities and estates, to meet and convene on 48 hours’ advertisement and attend our host and standard as they shall be called by order by our privy council for resisting the said invasion and insurrection, if the same shall be attempted, under such commanders and officers as shall be notified to them from our council table and at such times and places as shall be by them appointed, and there to receive such further orders as shall be given by us or those commissioned by us; and wee hereby certify all herein concerned who shall not attend such rendezvouses to be appointed and obey these presents in manner above ordained that they shall be punished as wilful absentees from our host and standard. Our will is therefore and we charge you strictly and command that immediately you see our letters, you pass to the mercat cross of Edinburgh and other head burghs of the various shires within this kingdom and there in our name and authority make publication of the premises that none may pretend ignorance; and these presents are to be printed. Given under our signet at Edinburgh, 12 January, and of our reign the fourth year 1693. Order the Flanders officers to receave the recruitts and to Sir James Leslie to2 set guairds on these recruits

The Lords of there Majesties privie Councill being Informed by the Lord High Chancellour upon representatione made to His Lordship by the officers of the standing forces and garisones out of which the detatchments for recruitting there Majesties troops in Flanders are drawen Conforme to the order of Councill that the officers come from Flanders doe refuse to receave the detatchments from off there hands as is appoynted by the former act of Councill of the date the Fourth day of Januarij instant or to pay them seven rix dollars for each of these recruitts as they are appoynted by his Majestie And that the officers who brought these detatchments are unnecessarly detained from there posts The Councill doe hereby Decerne and ordaine the officers who are come from Flanders for3 recruitts To receave from off the hands of the officers of the regiments Garisones and Companyes out of which the detatchments or recruitts are drawen the forsaids detatchments And to make payment to the officers From whom the detatchments shall be receaved of the Soume of Seven rix dollars for each man they shall receave And allowes the officers who brought these detatchments to repair to there respective posts that they may make up there oune recruitts And declares them free of the burden of Guairding the saids detatchments And appoints4 Sir James Leslie Commander in cheiff of there majesties forces within this Kingdome for the tyme To Sett or Continow Guairds upon the said detatchments as he is appoynted by a former act of Councill of the dait the thretty first day of December Last And the Councill doe hereby declare that the officers under whose guairds the saids recruitts are keeped shall be ansuerable for there safe Custodie And In case any of the persones who are under custodie of the saids guairds shall make there escape The officers of the guairds shall be obleidged to furnish sufficient men in there place And appoints the saids Flanders officers to Give punctuall obedience hereto as they will be ansuerable at there perrill.

Order for the Flanders officers to receive the recruits and to Sir James Leslie to set guards on those recruits

The lords of their majesties’ privy council being informed by the lord high chancellor upon representation made to his lordship by the officers of the standing forces and garrisons out of which the detachments for recruiting their majesties’ troops in Flanders are drawn according to the order of council that the officers from Flanders refuse to receive the detachments off their hands as is appointed by the former act of council of 4 January instant or to pay them seven rix dollars for each of these recruits as they are appointed by his majesty, and that the officers who brought those detachments are unnecessarily detained from their posts. The council hereby order the officers who have come from Flanders for recruits to receive from the hands of the officers of the regiments, garrisons and companies out of which the detachments or recruits are drawn the foresaid detachments and to make payment to the officers from whom the detachments shall be received of the sum of seven rix dollars for each man they shall receive, and they allow the officers who brought these detachments to repair to their respective posts that they may make up their own recruits, and they declare them free of the burden of guarding the said detachments, and they appoint Sir James Leslie, commander in chief of their majesties’ forces within this kingdom for the time, to set or continue guards upon the said detachments as he was appointed by a former act of council of 31 December last, and the council hereby declare that the officers under whose guards the said recruits are kept shall be answerable for their safe custody, and in case any of the persons who are under custody of the said guards shall make their escape, the officers of the guards shall be obliged to furnish sufficient men in their place; and they require the said Flanders officers to give punctual obedience hereto as they will be answerable at their peril.

Recomendatione to the theasurie anent the armes of disbanded forces and armes to be bought

The Lords of there Majesties privie Councill doe hereby recomend to the Lords Commissioners of there majesties theasurie to Call for the Colonells or other officers of the severall regiments and troops of foot or horse which are disbanded since there present majesties came to the Croune And take ane accompt from them of the armes which belonged to the severall regiments troops or Companyes That the same may be made furth comeing for the publict service And Lykewayes recomends to the saids Lords Commissioners to authorize any of the tacksmen of there Majesties revenues to Contract with merchands for bringing home at alse easie Rates as they can agree with the saids merchands the number of Fyve Thousand stand of fyre armes Conforme to the Caliber which is to be adjusted be the saids Lords Commissioners that the same may be made use of for the service of the natione.

Recommendatione to the treasury concerning the arms of disbanded forces and arms to be bought

The lords of their majesties’ privy council hereby recommend to the lords commissioners of their majesties’ treasury to call for the colonels or other officers of the various regiments and troops of foot or horse which are disbanded since their present majesties came to the crown and take an account from them of the arms which belonged to the various regiments, troops or companies, that the same may be made forthcoming for the public service; and similarly they recommend to the said lords commissioners to authorise any of the tacksmen of their majesties’ revenues to contract with merchants for bringing home at as easy rates as they can agree with the said merchants 5,000 stand of firearms, according to the calibre which is to be adjusted by the said lords commissioners that the same may be made use of for the service of the nation.

Report of the Committee for putting the Kingdome in a posture of defence done yesterday wes read this day And the Councill recomends to the Comittee to meet the Morrow after the Exchequer And Farder prepare and digest the haill effair anent putting the Kingdome in a posture of defence That2 a schem of the wholl may be made readie And the Same Sent to His majestie That his Mynd may be Knowen in that matter.

Report of the committee for putting the kingdom in a posture of defence done yesterday was read this day and the council recommends to the committee to meet tomorrow after the exchequer and further prepare and digest the whole matter of putting the kingdom in a posture of defence that a scheme of the whole thing may be made ready and the same sent to his majesty that his mind may be known in that matter.
