Proclamation under her Majesties Royall hand Calling and indicting the said New parliament to meet at Edinburgh the Twelth November nixt, And the Samen being Read in their presence The Councill ordained the said proclamation to be Recorded printed and published at the Marcat Cross of Edinburgh And at the Marcat crosses of the remanent head burghs of the Severall Shyres and Stewartries of this Kingdome And appoints her Majesties Solicitors to transmitt Copies therof to the respective shirriffs and Stewarts of this Kingdome to the effect they may Conveen the free holders within ther respective bounds and the magistrats of their respective burghs their toune Councills furth with to elect their respective Commissioners to the ensueing parliament off the Which proclamation the tenor followes.
Anne by the Grace of God Queen of Great Brittaine France and Ireland defender of the faith etc. To all and Sundrie our good subjects whom these presents doe or may concerne Greeting; Wheras the late parliament of that our ancient Kingdome is by our authority disolved; And Considering That Wee are ingadged at present in a most just and necessary Warr; And that by acts past in the parliament both of Scotland and England Wee are Impowered and have accordingly nominat Commissioners to treat of ane Union betwixt these our kingdomes and of other things Matters and and Causes relateing therto; Conforme to the tenors of the Saids acts; The Conclusion of which union to be established and ratified in both parliaments will undoubtedly Conduce to the lasting peace and wellfare of both kingdomes For which Causes and that wee Judge it necessary ther Should be a parliament in being to meett on such Occassiones as may requyre it; Wee have ther fore thought fitt to call a parliament of that our kingdome to meet at Our City of Edinburgh upon the Twelth day of November nixt ensueing the date of these presents; Wee Doe Therfore Requyre and Command all Dukes, Marquesses, Earles Viscounts Lords and officers of State of our said kingdome to be present and attend at that dyet; And wee doe also requyre and Command all our Shirriffs in the Severall Shyres and their deputes furthwith to call and conveen all the freeholders in the respective Shyres To the end that according to the Lawes and acts of parliament Electiones may be made of fitt persones to be Commissioners for this parliament; And wee doe lykways Requyre and Command our Royall burrowes to make Choise of Commissioners accordingly; And them and all persones haveing intrest To attend this our parliament under the paines contained in our Lawes made theranent; And to the effect all our good Subjects may have nottice of this our Royall Will, and pleasure; Wee Doe hereby Command our Lyon King of Armes, and his bretheren heraulds; Macers, pursevants and messingers at Armes to make timeous proclamation of these presents at the Marcat cross of Edinburgh and at the Marcat crosses of the head burghes of the Severall Shyres of that our ancient kingdome Given at our Court at Windsour Castle the 25th August 1702 and of our reigne the first year, By her Majesties Command Sic Subscribitur Queensberry

Right trustie and right well beloved Cousin and Councillor Right trusty and intirely beloved Cousins and Councillors Right trustie and well beloved Cousins and Councillors Right trustie and well beloved Councillors And trusty and well beloved Councillors Wee greet yow well;2 Haveing upon weighty Considerationes thought fitt to call a parliament of that our current kingdome to Meet at Edinburgh the twelth day of November nixt ensueing the date hereof; Wee have now sent yow here inclosed a proclamation to be Issued for that purpose; Which yow are to take care to be timely published with all the Solemnities usuall upon the Like occasiones for doeing wherof this shall be your warrant and So wee bid yow heartily farewell. The Humble adress of the Lords and others of his Majesties most honorable privy Councill.
To the King.
May it Please your Majestie.
Wee Your Majesties most faithfull and dutifull Subjects intrusted by your Majestie to be your privy Councill and hereto Subscrybeing; Calling to mind the great and never to be forgotten delyverance which by yor Majestie under God was wrought and accomplished, for Us When our Religion Liberties and Lawes our dearest concernes were upon the brink of outter ruin; Which unexpressible blessing was by your Majesties wise and gratious conduct followed by a most happy Setlement both of Church and State; Wherby under the direction and influence of your royal Government Wee have in a most Singular maner enjoyed even in the midst of Warrs all that peace and tranqualitie which could be expected or wished for from the best of Kings.
Wherfore and in the deep Sense of these many and indelible obligationes, Wee have thought it our duty in the present Junctur of Affairs both at home and abroad to avow and acknowledge the many tyes and engadgments of fidelity and gratitude which wee Stand under to your Majestie And Likewayes Sincerely and Solemnly to testifie and assert our unalterable resolution to defend your Majesties Royal person as the only rightfull and Lawfull King of this realme to whom as our undoubted Lord and Soveraigne, Wee will faithfully and constantly adhere and to maintain your Majesties right and title and Support your government against the pretended prince of Wales and all opposers and enemies whatsomever without exception who shall offer in any sort to Impugne or disturb the Same and wee give your Majestie full assurance That no danger whatsoever Shall ever divert or hinder us from prosecuteing this our hearty and Steady resolution to the outmost of our power, In which wee are also most confident to have the Cordiall and Zealous Concurrence of all your Majesties good Subjects. Act
Anent the petition given in to the Lords of his Majesties privy Councill be Samvell McClelland Chamberland of Orkney and Zetland. Shewing That wher the petitioner hade the saids Lords Commission of Stewartrie for the preceeding year wherin the petitioner was appointed Chamberland by the Lords of Thesaury; and that it is needfull for his ingathering of his Majesties outstanding rests in these parts that his power of Stewartrie be Continued ay and while a new Stewart be named and enter to the exercise of the Jurisdiction It being otherwayes Impossible that he could oblidge the vassals and tennents to pay ther rents And Therfore Humbly Craveing in maner and to the effect aftermentioned As the said petition bears The Lords of his Majesties privy Councill haveing Considered this petition given in to them be the above Samvell McClelland And that ther had been a former Commission granted to him of the date the Tenth day of August Jaj vic Nyntie Seven years They hereby appoint and Authorize the petitioner to be Stewart of Orknay and Zetland ay and whill Some other person be Nominat and authorized for that effect with power to him or his deputes for whom he is to be answerable To Sitt fence and hold Courts and to administrat Justice in all Civill Causses and to doe every other thing relateing to that office; Sicklyke and alse fully in all respects as any former Stewart Did or might have Lawfullie done in the Like caices, And the Saids Lords Declares this present Commission is only to continue and endure untill Some other person be named and authorized for exerceing the same and no longer.

Procedure
Anent the petition given in to the Lords of his Majesties privy Councill be James Donaldson And James Reid prisoners in the Tolbooth of Edinburgh Shewing That the petitioners are accordingly concerned that they Should have incurred the saids Lords displeasure by printing and publishing a paper concerning the death of the late King James And the French proclamation of his pretended Sone And do with all humulity intreat the Saids Lords would pardon their rashnes and inadvertancie in that matter And whatever hade been the petitioners transgression in publishing the said paper proceeding Solely from the petitioners Ignorance and inadvertancy The petitioner with all humulity begg the saids Lords would appoint and accept of their most Submissive acknowledgment of the saids Lords pleasure. And therupon; would be graciously pleased to order Liberation to the petitioners as the petition bears. The Lords of his Majesties privy Councill haveing Considered the above petition given in to them be the above James Donaldson and John Reid They Doe hereby Remitt to the Magistrats of Edinburgh to doe therin as the said Magistrats shall think fitt.
