Act for Contribution to the Inhabitants of Burned lands in the parliament Closs

The Lords of his Majesties privie Councill haveing heard and considered a petition given in to them by such of the Inhabitants duelling in the tenements which were lately bwrnt in the parliament Closs Meall Mercat Kirkhewgh and places therabout now reduced to great povertie and almost made beggars by the said burneing The Councill alloues a voluntar Contributione to be made by the elders and Deacons within the severall paroches att the house dores of the severall Inhabitants within the toun of Edinburgh and Liberties therof And appoyntes the mony which shall be Collected to be putt into the hands of Thomas Fisher Theasurer to Heriots hospitall And to be destribute amongst the petitioners in the said burnt land att the sight of the Magistrats and Ministers of Edinburgh according to their severall losses and necessitites And appoynts Intimation to be made heirof from the pulpits in the severall Churches within the said Citie of Edinburgh Liberties and priviledges therof To the effect the Inhabitants may be informed therof And that upon sabath day nixt Immediatly after the forenoons sermon

Act John Hill anent Irish victwall

Anent a petition given in to the Lords of his Majesties privie Councill by John Hill Merchant in Greenock humbly Shewing That the petitioner did saill from the River of Clyde to Ireland about the Midle of october with a qwantitie of Coalls and hemp with intention to Returne mony But Finding that could not be done without the loss of ten per cent he was aither necessitat to under goe that loss and so make a Frwitless voyadge or otherwayes in returne of the saids Goods to Load a small qwantitie of victwall which accordinly was bought before the midle of December And Loaded that moneth And the petitioner was clear to saile the fyfth of Janwary And de facto did saile from Carlingfoord loch upon the nynth of the said Moneth And falling under a great storme and stress of wather was driven in to Portaferrie and detained there for three weeks and tuo dayes after which putting to sea again was within Fourtein hours driven in to Donachadie and detained there sex dayes And after putting to sea a third tyme was driven back to Loch Lairne From whence the petitioner aryved at Port Glasgow the eleventh of this moneth all which can be proven by the Collectors at the Custome houses where the said Hemp and Coalls were shipped And by the oaths of the persones aboard of the said vessell where the said Fourhundreth bolls of victuall or therby were shipped And seing the petitioners were at sea before the proclamation forbidding the Importation of Irish victwall was publisehd and that the petitioners in effect receaved the victwall as Track for other goods and not only bona fide bought and shipped the saids Four hundreth bolls of victwall aboard the saids two small vessells long before the proclamation But have suffered such hard and Lamentable stress at sea and otherways in the said voyadge as could not but move the saids Lords with Compassion And to prevent the petitioners ruine after so great hardships And therfore Craveing to the effect aftermentioned As the said supplication bears The Lords of His Majesties privie Councill haveing considered the above petition given in to them by the above John Hill Merchant in Greenock They Heirby Allow and Ordain the above Four hundreth bolls of victwall or therby aboard the above tuo vessells called the John of Dumfreis and John of Saltcoats To be delivered and disposed of upon the petitioners verefieing the above export of Coall and Hemp by the servants of the Custome house And the other poynts of the petition by the oaths of the persones aboard the saids tuo vessells To be given in before the Admirall deput of the bounds And Discharges all Collectors waiters and others whatsomever from troubleing or molesting the petitioner in Liveing or disposeing therof upon any accompt whatsomever

Anent a petition given in to the Lords of his Majesties privie Councill by Mathew Frew Merchant in Kilwinning and partners Shewing That the petitioner haveing bought a qwantity of Barley and oats with about ane hundreth bolls of meall in Ireland and haveing caused shipp more then the one half therof aboard long before their Lordships prohibition which did aryve at Irvine and Saltcoats within a few dayes after the proclamation But was hindered to be Livered there be cause of the proclamation Though the victwall was aryved before the publishing att any of the saids places As Lykwayes the petitioner haveing hyred a vessell for Transporting the rest of the said victwall for which the petitioner had payed The said vessell was shipwraked and cast away betwixt Ireland and Scotland Wherby the petitioner was disappoynted in the tymous Transporting therof And seing the forsaid proclamation was a great surpryse to the petitioner And that the prohibition therin Concerned from the date when it was not in their pouer to give due obedience therto in the preceise termes therof And that the petitioners have been alrady great losers both by shipwrack of the said ship And the remainder of said bear Extending to seven hundreth bolls of oats it being detained in Ireland so that the petitioners were readie to verifie the presents before any Judge on the place on oath Therfore Craveing to the effect aftermentioned As the said petition bears The Lords of his Majesties privie Councill haveing considered the above petitione given in to them by the within Mathew Frew and pairtners doe heirby Allow the petitioners to dispose of the victwall already arryved And Lykwayes to Import the seven hundreth bolls of bear and ane hundreth bolls of oats as the remainder of the bargain alrady payed for And which the above shipwrack only hindered to be Imported long agoe And Discharges all Collectors and their servants of the Custome houses in this Kingdome to trouble or Molest the petitioners in Livering and Disposeing of the victwall alrady Imported of the above qwantitie of bear and oats to be Imported Notwithstanding of the above prohibition The petitioner alwayes first giveing their oaths before the Admirall deput of the bounds in mainer as is above offered

Anent a petition given in and presented to his Majesties high Commissioner and Lords of privie Councill by James Montgomerie younger Merchant in Glasgow Shewing That the petitioner and other his partners at Glasgow considering how that Citie and all the Countrie in its Neighbourhood and farther west is Furnished with Glass Botles Notwithstanding of severall Glassworks at Leith and Morisonshaven which cannot be transported but with a vast Charge and great hazard And finding not only the Fernes (a most usefull materiall for that work) to be very plenty in that countrie But also that there is a great qwantitie of Wood ashes in the West Highlands which serve for litle or not other use and may be Manufactored first into good whyt soap which is nowhere made in the Kingdome to perfection and the remains of these wood ashes after the soap is made is a most excelent Materiall for makeing Glass The petitioner and partners haveing duely weighed and considered all these advantages Which would necessarly redound to the whole Kingdome in Generall And in a more particular mainer to the westerne pairts therof had since march last been with great applicatione and vast Charges of seeking out the best workmen in England and provyding all necessaries for the same And have also ereceted houses and Furnaces for serveing both the soap and Glassworks Therfore humblie Craveing to the effect undermentioned As the said petition bears The Lords of His Majesties privie Councill haveing considered the above petition given in to them by the above James Montgomerie They doe hereby Allow the petitioner and his partners to proceid in the Glasswork and soapwork mentioned in the petition And Doe heirby Erect the samen in a manufactory And Grants and endues the said manufactory with all the priviledges and Immunities formerly granted by acts of parliament and privie Councill to Manufactories so as the petitioner and his partners may make soap and Glass of all kynds not secluded by the Laird of Prestongraing his act of parliament mentioned in the petition

Anent a petition given in to His Majesties high Commissioner and Lords of privie Councill by David Millar and Thomas Kennedie under keepers of the parliament house Shewing That where thorrow the slacknes of the summer session by the freqwent adjurnment of the parliament dureing the tyme the session satt and the want of the three first moneths of the Winter session The poor petitioners Togither with their wyves and Families were Reduced to great straits and wants haveing nothing at present for their subsistance Notwithstanding all that tyme they were at as great pains in attending Their Lordships orders both in sitting of parliament and Committies and in makeing the house neat and Clean and etc as possibly they could And seing for the causes forsaid their Losses were very great (they haveing no other mean of subsistance but by the session when sitting) not under Ten pound starling each of them They and their Families would be reduced to the outmost extremity if his grace and their Honoraball Lordships out of their gracious bounty did not prevent it Therfore Craveing to the effect aftermentioned as the said petitione bears His Majesties high Commissioner and Lords of privie Councill haveing considered the above petition given in to them by the saids David Millar and Thomas Kennedie They heirby Recomend to the Lords Commissioners of His Majesties Theasury to allow to the petitioners such a gratification as their Lordships shall think reasonable for the petitioners above Losses

Recommendation to the Theasurie in favours of the servants in Exchequer

Anent a petition given in To His Majesties high Commissioner and Lords of privie Councill by the servants in Excheqwer Shewing That by the freqwent meetings of the last sessions of parliament the ordinary meitings of Theasurie and Exchequer were postponed By which the petitioners (notwithstanding of their constant attendance) were frustrated the usewall casuallties that acress to them in tyme of session which (under God) is a great mean of the subsistance of themselves and their Families In consideration wherof The parliament (To whom the petitioners meined themselves) were inclyned (as usual) To give them a Recomendation to the Lords of Thesaury for some small gratification in Liew therof But the parliament being adjurned before the samen was granted Therfore Craveing to the effect aftermentioned as the said petition bears His Grace his majesties high Commissioner and Lords of privie Councill haveing considered the above petition given in to them by the saids servants of Excheqwer They heirby Recomend to the Lords Commissioners of His majesties Theasury to grant such a small gratification upon consideration of what is above represented as their Lordships shall think fitt
