Act

Act Mr William Speed for stipend

Concerning the petition given in to the lords of their majesties’ privy council by Mr William Speed, late minister at Ednam, showing that whereas the petitioner having continued in the exercise of his ministry at Ednam until the month of September 1689 to the satisfaction of his hearers, which they have evidenced upon all occasions and particularly the most considerable of the parish having expressed their kindness by showing their readiness to give a call to the petitioner although their inclinations could not hitherto take effect by reason of the present differences in the Church. And seeing the petitioner with his prior family during this dependency is reduced to very great straits and difficulties in respect that two years’ stipends are disposed of by their lordships viz To Mr William Broun, chaplain to Sir James Done, and by their lordships’ act the rest was allowed for building a bridge and other pious uses, so that albeit there be no minister settled there, yet there is no vacancy there. And it being very consonant to the said lords their clemency shown by many instances to distressed ministers and there families where stipends of these churches where they were ministers were disposed of by their lordships’ gift to others to give and grant other vacancies upon representation of their indigent condition. And now seeing the church of Closeburn has been for several years vacant by the death of the last incumbent (the bishop of Galloway being patron) and consequently at the said lords of privy council their disposal, and accordingly was bestowed by the said lords upon Mr James Glendining, late minister at Traquair for the year 1690, and now the stipend for the last year 1691 of the church of Closeburn being undisposed of and none pretending right thereto, and therefore craving to the effect underwritten as the said petition bears. The said lords of their majesties’ privy council having considered this petition given in to them by the above Mr William Speed, late minister at Ednam, they allow the petitioner the stipend of Closeburn and Dalgarnock as annexed in one for the whole crop and year 1691, and ordain him to be readily answered, obeyed, and paid thereof by the heritors, feuers, liferenters, titulars, tacksmen of teinds, tenants, possessors, and others liable in payment of the same. And ordain letters of horning to be directed at his instance against them for that effect upon production of a decreet of locality. And in case there be none, ordain those liable to make payment of their respective proportions according as the same shall be discerned by the judge ordinary.
