Act

Act concerning passes to Cannon etc and Buchan

The lords of their majesties’ privy council having considered a representation made to them by Sir James Leslie commander in chief of their majesties’ forces within this kingdom for the time that Colonel […] Hill has granted passes to major generals Buchan and Cannon for themselves and ten officers for each of them and servants according to their respective passes, and that by the private instructions left by Sir Thomas Livingston with Sir James, he does not find that Colonel Hill had power to grant more than twenty servants, and that Sir James having made application to the master of Stair, one of the principal secretaries of state for this kingdom, the master’s answer seems to be dubious and does not clear Sir James, and therefore humbly craving the council’s positive orders how he is to behave in this affair. And the said lords of council having called for and spoke with the said Sir James who produced to them the general passes granted be Colonel Hill to the said major generals Buchan and Cannon and also some passes granted to particular officers, and having considered the said passes which were immediately taken up by the said Sir James, he said lords of their majesties’ privy council hereby declare that the whole passes granted by Colonel Hill either to the said major generals or to the particular officers are all to be made effectual to the persons in whose favour they are granted, and that the said Sir James Leslie is to grant passes to the same persons and in the same terms with the passes granted by Colonel Hill in order for these persons’ transportation from this kingdom to the port of Le Havre in France.
