[Act anent lists of seamen]

The Counsell did not sitt this day for want of a quorum There being Many absent upon the news of ane alteratione of Counsellors But the Counsellors sitting viz Lord Chancellor, Earle of Louthian Earl of Leven Viscount Stair Lord Polwarth Lords Hattone and Fountainhall haveing retired from the Councill roume to the theasury did consider the Lists of seamen And resolved that where Lists were not sent in of volunteers or where Lists of volunteers being sent in did not extend to the fourth pairt of the seamen in the burghes or where there were no Lists nether of seamen nor volunteers sent in, That the proportione of these burghes should be the fourth pairt of the haill seamen in there bounds And appointed the Clerks of Counsell to prepair draughts of tuo Letters, one to the burghes who have offered more volunteers then the fourth pairt of there seamen Returning them thanks and desyreing them to Continow in there good affectione to there majesties and the government And to secure these volunteers and what moe they can, And aneother to such burghes who have aither sent in no Lists or whose volunteers in these Lists doe not extend to the fourth pairt of there seamen, Requyreing them to secure the fourth man of all the seamen in there burghes and bounds And these tuo draughts to be presented to Councill at there next meeting And the Lord Chancellor appointed Letters to be sent to My Lord Raith theasurer deput and Sir Robert Sinclair to attend the Councill on tuesday next the fyfteent instant at ten acloack in the forenoon And then adjourned the Counsell till that tyme, And Mr Elliott undertook to wreitt to Sir Robert Sinclair and Mr Moncreiff to the Lord Theasurer deput

[Act concerning lists of seamen]

The council did not sit this day for want of a quorum, there being many absent upon the news of an alteration of councillors, but the councillors sitting, viz [John Hay, earl of Tweeddale], lord chancellor; [Robert Kerr] earl of Lothian; [David Leslie] earl of Leven; [James Dalrymple] Viscount Stair; [Patrick Hume] Lord Polwarth; [Sir John Lauder] Lord Hatton and [Sir John Lauder] Lord Fountainhall having retired from the council room to the treasury did consider the lists of seamen and resolved that where lists were not sent in of volunteers or where lists of volunteers being sent in did not extend to the fourth part of the seamen in the burghs or where there were no lists either of seamen or volunteers sent in, that the proportion of these burghs should be the fourth part of the whole seamen in their bounds, and appointed the clerks of council to prepare drafts of two letters, one to the burghs who have offered more volunteers then the fourth part of their seamen, returning them thanks and desiring them to continue in their good affection to their majesties and the government, and to secure these volunteers and what more they can, and another to such burghs who have either sent in no lists or whose volunteers in these lists do not extend to the fourth part of their seamen, requiring them to secure the fourth man of all the seamen in their burghs and bounds, and these two drafts to be presented to council at their next meeting, and the lord chancellor appointed letters to be sent to [Alexander Melville] Lord Raith treasurer depute and Sir Robert Sinclair to attend the council on Tuesday next the fifteenth instant at ten o’clock in the forenoon and then adjourned the council till that time, and Mr Elliott undertook to write to Sir Robert Sinclair and Mr Moncrieff to the lord treasurer depute.
