Committee for a proclamation concerning beggars

The Lord Viscount Stair, president of the session, having represented to the lords of their majesties’ privy council that the lords of session, finding the beggars in Edinburgh very numerous and troublesome, had called for the magistrates and spoke with them in this matter, and that the magistrates propose this difficulty and inconvenience that, if the beggars shall be put from Edinburgh only (and they can put them no further), they will all repair to this and the nearest shires whereby these shires will be over-burdened, and therefore craved the council would use their authority for what they think fit to be done in this affair. The lords of their majesties’ privy council find it necessary that the acts of parliament made concerning beggars and the proclamation of council emitted in that regard some seven or eight years ago be revived, and they appoint the clerks of council to look out the said proclamation, and they recommend to the Lord Viscount Tarbat, Lord Anstruther and Sir William Lockhart their majesties’ solicitor to consider and cause transcribe the same with such amendments as they think fit.
