A proclamation dischargeing the Importatione of Forraigne victuall of whatsomever kynd except pease allenarly read approven and signed and ordered to be recorded whereoff the tenor followes William and Mary be the Grace of God King and Queen of great Brittain France and Ireland defenders of the faith To […] Macers of our privie Councill or Messengers at armes our shirreffs in that part Conjuctly and severallie speciallie constitute Greeting For as much as the Importing and Bringing from Forraigne Countryes any wheat bear barlie, oatts meall malt pease Beans or Rye into this Kingdome is highly prejudiciall to the Native product thereof, and to the trade upon the grouth of the same And gives occasion to the unwarrantable exporting of much money furth of this Realme For preventing whereoff and obviating the Inconveniencies that follow thereupon Wee with the advyce of the Lords of our privie Councill doe hereby Strictly prohibite and discharges all persones whatsomever to Import or bring by Sea or land into this Kingdome or any of the ports harbors or touns or places thereof any sort or quantitiy of the victuall above mentioned Excepting2 whyte pease allennarly under the pain of confiscatione of the said victuall The one half to the persone or persones who shall seize or make discoverie and prove the Importing of the samen aither contrair to our former proclamatione of the date the sixt day of January Jaj vjc and Nyntie one or to these presents And the other half thereof with the ships barks or boatts wherein the same shall be Imported to our theasurie for our use and other punishments to be Inflicted upon them Conforme to the acts of parliament made thereanent And ordaines all our Collectors surveyers and waitters within this kingdome and the respective ports harbors and places where they serve To see this act punctuallie observed as they will be ansuerable at there highest perrill with Certification to such as shall be found negligent herein They shall Incurr the Loss of there respective offices Our Will is Herefore and wee Charge yow straitly and Comand That Incontinent these our Letters seen Ye pass to the mercat cross of Edinburgh and wholl other mercat crosses of the royall burghes and sea ports within this Kingdome And thereat make publict Intimatione of our pleasure in the premises to the effect none may pretend Ignorance and ordaines these presents to be printed Given under our signet at Edinburgh the third day of Maij and our Reigne the Fourth year Jaj vjc and Nyntie tuo years Sic subscribitur Tweeddale Cancel: J: p: d: Douglas Linlithgow Lothian Leven Forfar Stair Raith Cardross Polwarth3

Proclamation

Proclamation discharging the importation of foreign victual

A proclamation discharging the importation of foreign victual of any kind, except peas, was read, approved and signed and ordered to be recorded, whereof the tenor follows: William and Mary by the grace of God, king and queen of Great Britain, France and Ireland, defenders of the faith, to […] macers of our privy council or messengers at arms, our sheriffs in that part, jointly and severally, specially constituted, greeting. For as much as importing and bringing from foreign countries any wheat, bere, barley, oats, meal, malt, peas, beans or rye into this kingdom is highly prejudicial to the native product thereof, and to the trade of the produce of the same, and gives occasion to the unwarrantable exporting of much money out of this realm, for preventing whereof and obviating the inconveniences that follow thereupon, we with the advice of the lords of our privy council hereby strictly prohibit and discharge all persons whatsoever to import or bring by sea or land into this kingdom or any of the ports, harbours or towns or places thereof, any sort or quantity of the victual above mentioned, excepting only white peas, under the pain of confiscation of the said victual, half to the person or persons who shall seize or make discovery and prove the importing of the same either contrary to our former proclamation of 6 January 1691 or to this present proclamation, and the other half thereof with the ships, barks or boats wherein the same shall be imported, to our treasury for our use, and other punishments to be inflicted upon them according to the relevant acts of parliament. And we ordain all our collectors, surveyors and waiters within this kingdom and the respective ports, harbours and places where they serve to see this act punctually observed as they will be answerable at their highest peril, with certification to such as shall be found negligent herein that they shall incur the loss of their offices. Our will is herefore and we charge yow strictly and command that, immediately after seeing these our letters, you pass to the mercat cross of Edinburgh and all other mercat crosses of the royal burghs and sea ports within this kingdom, and there make public intimation of our pleasure in the premises to the effect that none may pretend ignorance, and we ordain these presents to be printed. Given under our signet at Edinburgh 3 May and our reign the fourth year 1692. Subscribed: Tweeddale Chancellor, in presence of the lords; Douglas; Linlithgow; Lothian; Leven; Forfar; Stair; Raith; Cardross; Polwarth.
