Proclamation
Proclamatione against persons returning from France uithout passes
The proclamation underwryten being read was votted approven and signed wherof the tenor folloues:
William By the Grace of God King of Great Britaine France and Ireland defendar of the faith To […] Macers of our privie Councell messengers at armes our Shirreffs in that part Conjunctly and Severally speciallie Constitut Greeting Forasmuchas severall persons denunced Rebells for high treason and others dangerous and disaffected who have presumed Contrary to the act of parliament aither to stay in or goe to the Kingdome of France or one or other of the Dominions subject to the French King during the tyme of the Late warr Have since returned or may be designed to return to this Kingdome without our permission Therfore we with advice of the Lords of our privie Councell Have thought fitt not only to prohibite Lykeas we heirby expressly prohibite and discharge all such persons either denunced or who have Contrary to the said Act of parliament stayed in or gone to the said Kingdome of France or any of the dominions subject to the French King to Return to this Kingdome unles they first obtaine our passe and Libertie for so doing under the Certification Contained in the said Act But also Have appointed and heirby appoint and Command all shirreffs of shires Lords and baillies of Regalities and other baillies stuarts of stuartries and their deputtes and all magistrats of burroues and other magistrats and officers whatsoever Furthwith to search for sease and apprehend uithin their respective bounds such of the forsaids persons as have already presumed to returne or shall hereafter returne from France or the dominions forsaids uithout our pass and Libertie first obtained for that effect and to Committ them prisoners In their respective prisone and Immediately acquaint the Lords of our privie Councell thereuith and detaine them in sure firmance till farder order as the saids shirreffs and other Magistrats and officers will be ansuerable on their highest perrill And farder we with advice forsaid Doe heirby peremptorly Enjoyne and Charge all Collectors Surveyers Waitors and other officers at sea ports or upon the borders That they take Carefull nottice of the saids persons Lyable as said is ther coming In to this Kingdome And that they use their outmost dilligence to discover And Causs Sease and apprehend them as is above appointed Our Will is Herefore And ue Charge yow strictly and Command That Incontinent these our Letters seen ye pass to the mercat Cross of Edinburgh and to the remanent mercat Crosses of the head burghs of the severall shires and steuartries within this Kingdome And ther In our name and authority by open proclamation make Intimatione hereof That none may pretend ignorance And ordaines these presents to be printed Given under our signet at Edinburgh the nynth day of December and of our reigne the Nynth year 1697 sic subscribitur.
