Right trusty and right welbeloved cousin and Councellour Right trusty and entirely beloved Cousin and Councellor, Right trusty and well beloved Cousins and Councellors. Right trusty and welbeloved Councellors, and Trusty and wellbeloved Councellors. wee greet yow well, Whereas Sir Andrew Kennedy of Clowburn our Resident in the seventeen Provinces of the Natherlands And Conservator of the priviledges granted to our Kingdom of Scotland their, Being commissionate by us (And also by our Royall Burroughs by our allowance and royall Approbation) To Treat with our Commissioners as Marques of Camphire. And with the Commissioners of our Town of Camphire upon articles concerning the Continuation and Re Establishment of the Scots Staple port within the forsaid Town: There are accordingly severall Articles setled and Agreed upon by the saids Commissioners at the Hague The 25th day of December 1697 Setling and Re Establishing the Said Scots Staple port at the forsaid Town The which Contract is Ratified by the States of Zeland And is also Ratify’d and approved by the Convention of our Royall Burroughs in the moneth of February last. And wee being satisfied that the said Contract is for the Advantage of the Trade and Commerce of that our Kingdom, being founded upon many ancient Contracts betwixt our Royall Burroughs and the said Town of Camphire, And which have been approved and Ratified by our Royall Progenitors. And that by long Experience it hath been found to be the most Convenient and fitt place in all these countreys to be the Scots Staple Port; Wee have therfore By a Signature under our Royall hand of this date Ratified approved and Confirmed the said Contract in its haill heads, clauses and articles: And we being Resolved That the same be duely observed by all our Loveing Subjects of that our Kingdom trading to any part of the United Provinces And that none may pretend Ignorance but duely obey our Royall pleasure therein, yow are therfore to Issue furth a proclamation Intimating that the Scots Staple Port is Re Established at the Town of Camphire, And Requireing that the said Contract be duely observed in all points. And for the better observant thereof yow are to ordain and declare that the Laws and Acts of Parliament and the Acts of the Convention of our Royall Burroughs in relation to the Staple are in full force, And that they are to be putt to due and vigorous Execution against all Contraveeners, For doing wherof This shall be your warrant. And so we bid yow heartily farewell, Given at our court at Kensington The 20th day of march 1698/9 and off our reign the Tenth year. By his majesties Command. Seafield.
