Proclamation Anent prices of victuall
The following proclamation being Read, was voted approven and signed, whereof the Tenor followes
William By the grace of God King of great Brittain France and Ireland defender of the faith To […] macers of our privy Councill, messengers att armes, our sheriffs in that pairt Conjunctlie and Severallie Specialy constitute Greeting. Forasmuchas Wee be our proclamation of the date the Fifteenth day of November, last by past, In pursuance of the Acts of Parliament made against such as Keeped up victuall to a Dearth, And for Remedy of the present dearth and Scarcity, Impowred and Required all Sheriffs of Shires, Stewarts of Stewartries, Lords and Bailies of Regalities and their Deputs, Magistrats of Burghs and all Commissioners of Supply and Justices of peace, To Command and Charge the Keepers up of the said victuall in girnells, or otherways contrair to the saids Statutes, To Bring and Expose the same for sale in open and ordinary mercats, or otherways to open their Girnells, And there sell the same as the saids sheriffs and other officers of the Law abovenamed, shall Find the ordinary price to Rule in the Countrey for the tyme, Which Proclamation at present so necessary not having hitherto Receaved due obedience and Complyance, Either, Through the neglect or Doubtfullness of these Concerned, To declare the ordinary prices that Rule in the Countrey, Wee with advice of the Lords of our privy Councill, Have Thought fitt, And we heirby ordain and Appoint, That Tryall be made in Every Shire how the mercat prices of Victuall; That is of Oats, Barley, Wheat, Pease, and meal, have Ruled in the respective mercat Towns of the said shires, weekly, for these five weeks bygone preceeding the date heirof, And That a Common price and fiar should be thereupon Drawn out and setled, To be the ruling price of the Countrey and respective Bounds forsaids, Which Tryall we ordain to be made, and the forsaid price or fiar, setled at the sight of five of the Commissioners of supply or Justices of peace hereafter named for Each Shire, Two whereof to be a quorum, And that the forsaids persones doe make the forsaid Tryall and setle the saids prices with all Diligence, And that the Sheriffs of Each Shire make Report of the diligence of the saids persons, To the Lords of our privy Councill for this side of Tay, Betwixt and the first day of May next to come And for Benorth Tay, Betwixt and the First day of June thereafter. And we with Advice forsaid, ordain the forsaid price so to be Stated and Setled, to be the highest mercat price in each of the saids mercat Towns, and that none presume to sell in the saids mercats, or at their Girnell-houses within their respective Bounds, For which the saids prices are Appointed, at any higher rate or price, under the pain of being pursued and punished as usurers and occurers, conform to the acts of Parliament. And That the forsaids prices be observed, and this proclamation punctually obeyed untill the First day of September next to Come, And because the north and other Remote parts of the Kingdom are at this tyme in hazard to be brought to great Extremity by persons carrying victuall out, and from these parts to other places where they Expect to have higher prices, There These appointed for the Bounds out of which the said victual is Transported, Therfore we with Advice forsaid Doe heirby Impower and warrant the Commissioners of Supply within each Shire, or major part of them meeting upon Intimation for that Effect, To lay Restraint on the said Transport for such tyme as they shall think meet within the said First day of September next to Come. Our Will is Heirfore And we charge yow Strictly and Command, That Incontinent these our Letters seen ye pass to the mercat cross of Edinburgh And Remanent mercat crosses of the haill head Burghs of the severall shires and Stewartries within this Kingdom, And Thereat in our name and authority by open proclamation make Intimation heirof That none may pretend Ignorance, And ordains thir presents to be printed with a List of the Commissioners heirto Subjoined, and published in manner forsaid. Given under our Signet at Edinburgh the Last day of march And of our Reign the Tenth year 1699. Sic subscribitur.
