Procedure: committee report

Committee thereon

Which Committee having accordingly mett it is as follows viz It is the opinion of the Committee That since his majestie hes signified his pleasure That a Commissioner may be Impowred to meet in the Treaty of Trade for the Kingdom of Scotland with the other Commissioners That are to meet at London for that Effect. Ther be a memorial Drawn Consisting of Two heads First Representing the Peculiar priviledge That the scots nation Enjoyed in France of old, and in what manner and how Long They possessed the same and how these priviledges came to cease or be Infringed and what Reparation should be Insisted for of the saids ancient and peculiar priviledges.
And secondly Representing the Encroachments and Injuries That This Kingdom suffers as to the point of Trade Even as to the Common Liberties thereof Contrary to the Law of nations and of commerce in generall, and what Reparation should be Demanded upon that account.
Which Memoriall They conceave should first be transmitted and Laid before his majestie by order of Councill That his Majesty may Give such directions to the Scots Commissioner or Commissioners theranent as he shall Judge meet.
