Proclamation

Proclamatione anent the accompts

The following proclamatione being read was voted approven and signed and ordered also to be recorded quherof the tenor followeth A proclamatione prorogateing the dyet for inbringing and prescribing the method of setling of the accompts of arrears due by the forces to the Countrey William by the grace of God King of great Brittain France and Ireland defender of the faith To […] macers of our privy Councill messingers at armes our shirriffs in that part conjunctly and severally specially constitut greeting forasmuch as by sundrie former proclamations emitted by us with advyse of our privy Councill certaine dayes were prefixed to our subjects for bringing in the severall accompts due by our forces within this Kingdome to them saled and verified in maner mentioned in the said proclamations and we being resolved That none of our good subjects should be cut short and disappoynted of the payment of what is justlie resting to them by any of our forces by their not haveing given in their accompts to the Clerks of our privy Councill before the dayes prefixed in the former proclamations Therfore we with advyce of the Lords of our privy Councill have thought fitt to prorogat the tyme for verifieing and giveing in the said accompts to the Clerks of our privy Councill untill the fyfteen day of March next to come to the effect That whenever the foresaid accompts upon the scots establishment hereby ordered to be brought in, shall be revised and approven by the Lords of our privy Councill to whom we earnestlie recomend to dispatch the same with all dilligence possible (The above sex lynes wrong-) next to come; And doe yet, allow and ordaine the Landlords and others to whom there are any accompts resting by our forces before the first day of Februarie Jaj vjc nynty and one years To repaire to the Commissioners of assesment or any two of them within the respective shyres where the said accompts are resting and there state and verifie by wryte oath or witnesses how many souldiers were quartered on the said Landlords or other persons Creditors what they advanced of meat or drink to the souldiers themselves or forrage to their horses or what they advanced of meat drink meal or malt to our garisons or what sums of money either to our forces or Garisons or their subsistance preceidding the said first day of Februarie Jaj vjc nyntie and one years And we with advyce foresaid ordaine the said Landlords or other persons Creditors to give their oaths That noe part of what they claime as due by our forces is payed to them, and requyre them to instruct their accompts fully and clearly before the said Commissioners by condescending particularly upon the tyme when the accompts were furnished and also upon the Company or at least the Regiment or troop to whom the Souldiers or troopers did belong and to insert all the articles by every Regiment in a paragraph or separate accompt by it self though the same was upon the English Establisment whose arrears and debts to the Countrey are to be stated in accompts differently from these upon the scots establisment And we with advyce foresaid requyre and Command all and sundrie our good subjects to whom any debts are due by our forces and Garrisons for the Causes abovewryten preceeding the day abovementioned To transmitt the same with the verificationes thereof and report of the Commissioners of Supply thereupon, clearly and distinctly instructed and verified in maner abovexprest to the Clerks of our privy Councill betwixt and the said fyfteen day of march next to come to the effect That whenever the foresaid accompts upon the scots establishment hereby offered to be brought in shall be revised and approved by the Lords of our privy Councill to whom we earnestlie recomend to dispatch the same with all dilligence possible Then the Lords of our thesaurie are with all due Conveniencie To give precepts to the Shyres and brughs and other Creditors in the said accompts upon the Receiver of our Crown Rents for payment to them of the respective sums that shall be found due by the Lords of our privy Councill in maner foresaid out of the Tack duety of the polemoney appoynted to be payed to him at Candemass and Whitsunday next and our said receiver is to make puctuall payment of the said precepts after the foresaid tearms as he shall be ordered by the said Lords of Thesaurie and that the debts of these upon the English establisment being so stated and distinctly cleared may be transmitted to us That we in our Royall wisdome may order such Course to be taken for satisfieing the same as we shall think just our will is Herefore and we Charge you strictly and Command That incontinent these our Letters seen ye pass to the marcat cross of Edinburgh and remanent marcat Crosses of the head burghs of the severall shyres within this Kingdome and there in our name and Authoritie by open proclamatione make intimatione Hereof and ordaines these presents to be printed Given under our Signet at Edinburgh the tuentie second day of Januarie and of our Reigne the sexth year Jaj vjc nynty and fyve years sic subscribitur Annandale P Morton Leven Forfar Breadalbane Murray Raith Carmichaell Lodovick Grant ST Burnet
