proclamation for rouping the rests of the hearth money

The Follouing proclamation Being read votted approven and signed was ordered to be recorded wherof the tenor Folloues
William and Mary by the Grace of God King and Queen of Great Brittane France and Ireland defenders of the faith To […] Macers of our privie Councell messengers at arms our shirreffs In that pairt Conjunctlly and severally speciallie Constitut Greeting Forasmuchas The Estates of parliament of this our antient Kingdome by their Act of the date the tenth of September Jaj vic and nyntie years made ane humble Tender and offer to us of Fourteen shilling scotts for every hearth uithin this Kingdome payable at the terme of Candlemes Jaj vic nyntie one years by the Inhabitants duelling in the houses wher the saids hearths are uithout exception or exemption of any except the hearths of Hospitalls and of poor people who were upon the charity of the paroch And wher any houses were not Inhabited that the said hearth money should be payed by the heretor Liferenter or propper uodsetter To whom the same for the tyme did belong And albeit we by our Commission under our royall hand named a Collector with pouer to him Constitut and appoint sub collectors for the Inbringing uplifting and receaving of the forsaid hearth money And with advyce of our privie Councell did Emitt and publish diverse proclamations acts and orders for the better helping and assisting our said Collector and his deputes In the executiones of their saids Commissions nevertheless a Great pairt of the money that would have arrisen from the hearths of this Kingdome Is yet deficient and not up Lifted or Collected from the persons Lyable in payment therof To the Great prejudice of our service and frustrating the Intent of the forsaid act of parliament And we Considering that what rests unpayed of the forsaid hearth money freely offered to us by the forsaid Act of parliament may be most effectuallie uplifted and profitablie brought in for the Intrest of our service and satisfactione of the Intention of our Estates of parliament in the 3 their forsaid offer by way of publick roup In favoures of the persons who shall offer most for the same Therfore we uith advice of the Lords of our privie Councell Doe heirby make publict Intimation to all our Leidges That what is resting unpayed of the hearthmoney offered to us by the forsaid Act of parliament Is to be publickly rouped by the Lords of our Thesaury and Exchequer att Edinburgh in the Exchequer house upon the tuenty fifth day of July instant betuixt four and six in the Afternoon And that who shall bidd most for the same shall be preferred and have Commission or right granted to them for uplifting and Collecting therof As also that the articles and Conditions of the said roup are Lying in the hands of our Clerks of our thesaury and exchequer To be seen by all concerned before the said roup And therafter to be published both for the security of our Leidges against exactiones and better Direction of the said Fermorer in uplifting and Collecting of the samen Our will is heirfore And we Charge yow strictly and Command That Incontinent these our Letters seen ye pass to the mercat Cross of Edinburgh and to the mercat Crosses of the head burghs of the severall shires of this kingdom And ther in our name and authority by open proclamation make Intimation of the premisses That none pretend ignorance And ordaines these presents to be printed Given under our signet at Edinburgh the tuelvth day of July and of our reigne the sixth year 1694 sic subscribitur Tueeddale cancel: Cassills Linlithgow Annandale Broadalbaine Selkirk Tarbat Stair Adam Cockburn F: Muntgomery Archibald Murray Robert Sinclair John Maxuell
