Proclamation

proclamation for Bringing in the accompts resting by the forces to the Countrey

The Follouing proclamation being read votted approven and signed was ordored to be recorded wherof the tenor Folloues
William By the Grace of God King of Great Britaine France and Ireland Defender of the faith To […] Macers of our privie Councell messengers at arms our shirreffs in that part Conjunctlly and severally speciallie Constitut Greeting Forasmuchas by the second Act of the third session of this our Current parliament The estates of parliament Humblie offered to us Three months Cess to be raised and payed In manner and at the terms specified in the said Act As also the saids Estates of parliament Humblie offered to us Fourteen shilling scotts for every hearth uithin this kingdome except the hearths of hospitalls and of poor people who are upon the Charity of the paroch which Cess and hearth money are by the forsaid act of parliament apointed in the first place to be completed for payment of the soumes due to the severall shires and burghs of this kingdome furnished advanced and payed by them to our forces according as the same shall be Liquidat Conforme to the orders and rules sett doune theranent and for payment of the bygone arrears due to the army and by the nynth act of the fourth session of our said Current parliament The estates therof Considering that the arrears due to the Countrey and army preceeding the first day of february Jaj vic nyntie one years were not payed by the Fonds appointed in the forsaid second Act of the third session of this parliament And that it was most Just that the same be completed and Justly payed Therfore In order to the said payment viz that the arrears due to the Countrey may be payed in the first place and then the arrears due to the forces in such manner as that all officers regiments and troops may be first brought to ane equall foot and therafter Completed and what shall remaine of the polemoney specified in the said Act which is therby speciallie destinat and appointed for the ends and uses therin and here abovementioned and the applying therof to any other use whatsomever strictly prohibited and Discharged And we being resolved that what hath been seasonablie and uillingly furnished to any of our forces in their transient or Locall quarters aither to burgh or Landuard of meat or drink to the souldiers themselves or forrage to their horses or of necessary provisions to our garrisons or advanced or payed to them of soums of money for their subsistance preceeding the first day of February Jaj vic nyntie one years exclusive should be thankfullie repayed and reimbursed to these who had furnished or advanced the same Conforme to the severall acts of parliament made theranent Therfore to the effect what is yet resting by our forces to the Countrey for the Causes abovementioned preceeding the said first day of February Jaj vic nyntie one years may be fullie satisfied and the accompts therof 2 deuly Instructed In manner aftermentioned and brought in to the Clerks of our privy Councell betuixt and the dayes after specified wher the same and Instruments therof are not already brought In we uith advyce of the Lords of our privie Councell yet allow and ordaine the Land Lords and others to whom ther are Accompts resting by our forces before the said first day of february Jaj vic nyntie one years to repaire to the Commissioners of assessment or any tuo of them And ther state and verifie by wryte or witnesses How many souldiers uere quartered on the said Landlord and others and for how Long tyme and by wryte or oath of the Land Lord or other persone Creditor what they advanced of meat or Drink to the souldiers themselves or Forrage to their horses not exceeding tuo thirds of their pay in the four and tuenty hours or what they advanced of meat drink meall or mault to our garrisons or what soumes of money aither to our forces or garrisons for the subsistance preceeding the said first day of february Jaj vic nyntie one years notuithstanding of any former proclamation of Councell Requyring our Leidges to have Instructed and brought in these accompts with the verifications therof to the Clerks of our privie Councell betuixt and the dayes therin sett doune under the Certificatione They should be understood as satisfied And we uith advyce forsaid ordaine the Land Lords to give their oaths that no part of what is due by our forces is payed to them And Requyre them to Instruct their accompts fullie and clearly before the saids Commissioners by Condescending particularly upon the tyme when the accompts were furnished and also upon the Company or at Leist the regiment and troop to whom the souldiers or troopers did belong And to Insert all the articles due by every regiment In a paragraph or seperat accompt by itself thogh the same be upon the English establishment of whose arrears and debts due to the Countrey the accompts are to be stated Differently from these upon the scotts establishment And ue uith advyce forsaid requyre and Command all and sundrie our good subjects to whom any Debts are due by our forces and garrisons for the causses abovewryten preceeding the day abovementioned to transmit the same uith the verificationes therof and report of the Commissioners of Supplie therupon Clearly and Distinctly Instructed and verified In manner abovementioned to the Clerks of our privie Councell betuixt and the first teusday of october nixt for these upon this syde of Tay and betuixt and the third teusday of the said moneth for these on the other side therof And wee uith advyce forsaid Declare that the accompts of the forces upon the scotts establishment only when returned being found so stated and approven by our privie Councell Retention shall be alloued Conforme to the Act of parliament to the severall Creditors of the soumes due therby out of the present polemoney Conforme to precepts to be granted to them by the Lords of our Thesaury for that effect And that the debts of these upon the English establishment being so stated and distinctly cleared may be transmitted to us That we in our royall wisdome may order such Course to be taken for satisfieing the same as we shall think Just Certifying nevertheless the saids Landlords and others to whom our saids forces are adebted That if the saids accompts verified and stated in manner abovementioned uith the Instructions and verifications therof shall not be reported to the Clerks of our privie Councell betuixt and the saids respective dayes that therafter they shall be understood as satisfied Our will is Heirfore And ue Charge yow strictly and Command That Incontinent these our Letters seen ye pass to the mercat Cross of Edinburgh and to the mercat Crosses of the remanent headburghs of the severall shires uithin this kingdome And ther in our name and authority make publict Intimatione of the premisses That none may pretend ignorance as ye will ansuer to us therupon The which to doe we Committ to yow Conjunctly and severallie our full pouer by these our Letters delyvering them by yow deuly execute and Indorsed againe to the bearer Given under our signet at Edinburgh the threttie first day of July and of our reigne the sixth year 1694 sic subscribitur Tueeddale cancel: Drumlangrig Southerland Morton Cassills Strathmore Lothian Forfar Archibald
