Proclamation

proclamation for putting former acts and proclamations anent Beggars in executione

The Follouing proclamation Being read votted approven and signed was ordered to be recorded wherof the tenor folloues
William and Mary2 by the Grace of god King and Queen of Great Brittaine France and Ireland defenders of the faith To […] Macers of our privie Councell messengers at arms our shirreffs in that part Conjunctlly and severally speciallie Constitut Greeting Forasmuchas many good Laues have been made by our royall predecessors for maintaining the poor and releiving the Leidges from vagabounds In prosecution wherof severall proclamations have been Emitted by our privie Councell for the better putting the saids Laues in executione notwithstanding wherof Due obedience hath not been hitherto given to the same so that the poor are not duely provyded for nor the vagabounds restrained in many places Therfore we uith advyce of the Lords of our privie Councell Heirby require and Command the Ministers heretors and Elders of every paroch and householders and Inhabitants uithin the same respective to follow furth observe and give ready obedience to the acts of parliament and proclamations of our privie Councell already made and Emitted theranent And further we uith advyce forsaid requyre and Command the shirreffs of the severall shires and their deputs Justices of peace and magistrats of the royall burghs of this kingdome uithin their severall Jurisdictions to take tryall how farr and in what manner the saids acts of parliament and proclamations of Councell have been obeyed and putt to execution Conform to the tenors therof And wher any have neglected or or3 been deficient and wanting in what is requyred of them by the saids acts and proclamations to amerciat and fyne them therfore In manner therin specified and prescribed And if any difficultie shall happen in the after prosecution therof through what cause or occasion soever not provyded for by the saids Laues and proclamations already emitted theranent The magistrats respective forsaid are heirby requyred to represent the same to the Lords of our privie Councell that they may Give such order theranent as may bring this good work of releiving the poor and restraining vagabounds to the desired Issue For the better effectuating wherof we uith advyce forsaid Have nominat and appointed a Committie of the Lords of our privie Councell to receave in any representation from the magistrats respective abovenamed And Lykeuise uith pouer to them to Call and Conveen before them the shirreffs and other magistrats respective forsaid to whom the executione of the saids acts and proclamations are Committed And particularly the magistrats of Edinburgh and to examine and take tryall of their negligence in the said matter And to modifie the fynes and penalties to be exacted from them for the same And to report their opinion therin to a full Counsell the first Councell day of September nixt Our will is heirfore And ue Charge yow strictly and Command That Incontinent these our Letters seen ye pass to the mercat Cross of Edinburgh and remanent mercat Crosses of the head burghs of the severall shires uithin this kingdome And ther In our name and authority by open proclamation make Intimation of the premisses that none may pretend ignorance Given under our signet at Edinburgh the Last day of Jully and of our reigne the sixth year 1694 sic subscribitur Tueeddale cancel: Melvill p: s: Drumlangrig Morton Cassills Leven Kintoir Stair J Murray Ross Poluarth Archibald Murray
