Act anent accompts resting to the burgh of Forres
The Lords of his majesties privie Councell haveing considered the report of a comittie of ther own number appointed for reviseing of the accompts resting be his majesties forces to the countrie Beareing That the Comittie haveing considered the accompts given in to them as resting be his majesties forces to the inhabitants of the burgh of Forres with the instructiones and verificationes therof They find that ther are Severall articles of the said accompt which are not in the termes of the act of parliament anent polemoney and proclamations of Councell relative therto And Therfore They have refwised and rejected these articles And finds ther are Severall articles of the said accompt resting be forces not upon Scotts pay as to which the pairties doe not insist In respect ther is nothing to be payed for them out of the polemoney And finds the haill articles of the saids accompts Sufficiently verified and proven be the oaths and depositiones of the inhabitants of the said burgh of Forres taken befor the Commissioners of Supply within the Shyre of Elgine Conforme to the Comissioners report Signed by them upon the end of the Said accompt And Some of them both by depositiones and also by recepts And finds Some of the articles of the said accompt are proven by recepts or obleisements besydes the oathes All which accompt report and recepts uere all produced to and considered be the Said Comittie And finds that conforme to the said accompt and instructiones ther is resting be his majesties forces upon Scotts pay (by and attour the articles refwised and rejected as said is And also by and attour the articles furnished to his Majesties forces which were not upon Scotts pay) to the inhabitants of the said burgh of Forres The Soumes following viz Item The Viscount of Kenmure his regiment of foot the Soume of Sixtein punds eightein Shilling Scotts Item be the deceast Lord Cardross regiment of Dragownes One hundereth and fiftie one punds Six pennies Item be Major Stewarts troupe fourtein punds two Shilling Scotts Item be Captaine Burnets trowpe Two punds eight Shilling Scotts Item be The Lord Yesters troupe five punds eleven Shilling Scotts Item by My Lord Roberts troupe Ane Hundered and twentie punds Sixtein Shilling two pennies Item by The Laird of Grants regiment Six Hundereth Seventie Six punds Seventyne Shilling ten pennies Scotts Item by Collonell Cuninghams regiment of foot Six Hundereth eightie four punds nyntyne Shilling eight pennies Scotts Item by Captaine Mckayes independant company eight Shilling Scotts Item by My Lord Strathnevers regiment of foot one punds eight Shilling Scotts Extending altogither the saids Soumes of his majesties forces upon Scotts pay to the Soume of Ane Thousand Six Hundereth and Seventie five punds Six Shilling two pennies Scotts And the comittie Finds that the haill articles wherof This Last Soume is made up were all furnished preceeding the first day of February Jaj vic nyntie one yeirs And that they are all in the termes of the nynth act fourth Sessione of this current parliament intituled act for polemoney and proclamationes of Counsell relative therto And that therfor it is the Comitties opinion that the Said Soume of Ane Thousand Six Hundereth and Seventie give punds Six Shilling two pennies Scotts is to be payed owt of the polemoney And that the inhabitants of the said burgh of Forres are to be appointed anent the polemoney for payment to them of the Samen accordingly And findes that besydes the articles foirsaids ther is resting be the deceast Lord Cardross his regiment of Dragownes to the Saids inhabitants of Forres for cornes eaten and destroyed The Soume of Twentie thrie punds Six Shilling eight pennies Item be the Maister of Forbes his troupe for pease and beans eaten and distroyed Twentie punds Scotts And the Comittie Leaves to The Lords of his majesties privie Councell to determine in what maner And out of what fond the Saids Soumes are to be payed And finds that besydes the articles forsaids ther is stated as resting be Collonell Cwnnighams regiment of Horse to the inhabitants forsaids the Soume of Six pund Sixtein Shilling Scotts And Seing it is notour that Collonell Cwningham was not a Collonell of horse but only of foot And that his foot regiment is alreadie stated thir accompts Therfore it is ther opinion that the this article should aither be refwsed or that the pairties should be allowed a day for proveing to whom the Same was furnished As the said report bears The Lords of his majesties privie Counsell haveing considered the above report They approve therof As to the said Soume of Ane Thousand Six Hundereth Seventie five punds Scotts And recomends to the Comissioners of parliament appointed anent the said pole money imposed in anno Jaj vic nyntie thrie yeirs To cause make payment of the said soumes to the above inhabitants of the burgh of Forres out of the said pole money And the saids Lords hereby refwses the uther articles (besydes the soumes forsaid) contained in the said report
