Proclamation Calling out the half foot militia in some shires The fencible men in others and the whole house militia in the northern shires

The proclamation afterinsert Being read was votted approven and signed and ordered to be recorded wherof the tenor followes
William By the Grace of God King of Great Britain France and Ireland Defender of the faith To our Lyon King at arms and his Brethren Heraulds Macers of our privy Council pursevants, Messengers at arms our shireffs in that part Conjunctly and Severally specially Constitut Greeting Forasmuchas The present preparations made by the French King and the Implacable malice he hath upon all occasions exprest against us our people and the protestant religion Gives us Just Ground to apprehend Therto ane Invasion Intended by Bloody papists and disaffected subjects from France upon this our antient Kingdome off purpose (if possible) to make the same the seat of a Bloody warr For defeating and opposing wherof It is necessary to putt the Kingdome in a suitable posture of Defence And we Considering that by sundrie acts of parliament Ther is a regular militia established uithin this Kingdome expressly to be Imployed in opposing any forraign Invasion or Suppressing any Intestine trouble or Commotion that may happen within the same Have thought fitt at this tyme to appoint the one halfe of the Foot militia to be Listed and in readines to be Called out upon advertisement of Tuenty four hours And in the mean tyme to be exercised uithin the Shires aftermentioned And the haill Militia of horse appointed by the tuenty sixth act of parliament Jaj vic Sixtie three for the shires unerwryten To be rendivouzed upon the dayes att the places and under the Command In manner afterspecified And to the effect The said halfe of the foot militia and whole horse militia of the shires respective afternamed may be the more speedily Listed modelled and Trained in Military discipline wherby they may be in Greater readines and fittnes for our service when they shall be Called for We with advyce of the Lords of our privie Councill nominat appoint and Constitut the Commissioners of Supplie of the saids respective shires and the Collonells Leivtenant Collonells and Majors of Foot And the Captains and Leivtennants of horse appointed or to be appointed to Command the halfe foot or whole horse Militia of the saids shires To be our Commissioners For Listing and ordering the same And to that effect doe heirby require and authoryze the saids Commissioners of Militia to meet at the head burghs of the respective shires upon the dayes following viz: The Shires of Edinburgh Haddingtoun Fife and Kinross And the toune of Edinburgh upon the seventeenth day of December Current The Shires of Berwick Roxburgh Selkirk Peebles Linlithgow Stirling and Clackmannan upon the tuenty second day of the said month And the Shires of Perth Drumfreis Dumbartoune and Bute upon the tuenty fourth day of the Samen And the Commissioners for the steuartry of Orkney and Zetland upon the sixteenth day of February next to Come Jaj vic nyntie seven years And ther to proceed nominat and appoint persons uell affected to our government for Captains and Leivtennants of foot and ane Ensigne to the Collonells Company and Leivtennants and Correnetts of horse And to Cause Intimation presently to be Given to them of the service and Command they are chosen to Which officers of horse and foot respective we hereby require and Command to accept and attend their charges under the pains following viz: Each Captain of Foot or Leivtennant of horse one thousand merks a Leivtennant or Ensigne of foot or Coronet of horse five hundred merks Conforme to the act of parliament Jaj vic seventy tuo And that the saids respective officers take the oath of alleadgance and subsribe the assurance to us In presence of the Commanding officer the first day the regiment shall rendivouz togither under the pains Contained in the Acts of parliament made ther anent With pouer Lykeuise to the saids Commissioners to List the halfe of the said foot militia by fiftie in each Company and Eight Companies in Every regiment To be outreiked by the divisions follouing and Commanded by the Collonells Leivtennant Collonells and Majors afternamed viz: The one halfe of the foot militia of the shire of Edinburgh Consisting of four Hundred men and Eight Companies to be in one regiment Commanded by the Earle of Lauderdale as Collonell and Sir John Clerk of Penny-Cook as Leivtennant Collonell and Captain William Ogilvie in Collonell Robert Mckays regiment in Flanders as Major The one regiment of Four hundred men as the halfe of the foot militia of the shire of Haddingtoune to Consist of Eight Companies and be under the Command of The Lord Yester as Collonel […] Nisbet of Dirletoune Leivtennant hundred men as the uestern regiment of the said halfe foot militia of Perth Shire Consisting of Eight Companies To be Commanded by the Lord Ruthven as Collonell Adam Drumond of Megnish as Leivtennant Collonell and Captain John Campbell as Major The four hundred men as the halfe foot militia of Drumfreis Shire to be one regiment Consisting of Eight Companies under the Command of the Duke of Queensberry as Collonell The Earle of Carnwath as Leivtennant Collonell and Captain William Maxuell in Brigadier Maitlands regiment as Major The Three Hundred and Threttie thre foot as the halfe foot militia of the steuartry of Orkney to be In one regiment in Six Companies under the Command of Master Robert Douglas Brother to the Earle of Mortoun as Collonell Sir William Cragie of Gairsie Leivtennant Collonell and Captain Moodie of Melsetter as Major The halfe foot militia of the shires of Bute and Dumbartoun To be divyded into three Companies The first to be Commanded by Archbald M’caulay of Ardincaple And the second by […] Bannantyne of Kames And the third by […] Bunteine younger of Airdoch as Captains And Ue uith advice forsaid require and Command the saids Commissioners of Militia for the respective shires and steuartries abovenamed uith their outmost Dilligence to proceed and List the said respective halfe foot militia And how soon or whensoever they have Listed the saids respective Companies under the Command of the Captains and other Inferior officers to be named by them (except the Captains of Bute and Dumbartoune) Conforme to the methods and rules formerly observed in outreik of the Militia and alloued by the Acts of parliament made theranent That Immediately they Designe and appoint particular places The dayes for Rendivouz for each Company to meet and be exercised upon att Leist for one day every week untill furder orders be Direct to them ther anent The first of which days for each Company to meet and rendivouz upon uithin the paroch or Bounds out of which it is raised Is heirby appointed to be uithin Eight dayes after the Captains and Leivtenants shall be named and the List of the bounds for their respective Companies given to them by the saids Commissioners And we uith advyce forsaid appoint the severall heretors to pay to each foot militia man of the saids respective Companies six shillings scotts per diem for each day they shall be exercised and Rendivouzed during the space forsaid Reserving to them their releiff therof from the mentennents and servants for whom the said foot men are to be putt out and who are not Listed in the Militia Requiring heirby the officers and souldiers punctuallie to attend the particular dayes of Rendivouz uith their best armes under the paines Contained in the first act of parliament Jaj vic seventy tuo Being now double in the tyme of uarr And for the better Incouragement of such who shall be Listed for our service in the said militia we doe hereby declare that all such persons who shall be Inrolled and admitted in this trust and service of the Militia Shall be Intirely reserved for that Imployment And During their Service in it shall be freed and exeemed from all other Levys and shall have the benefite of and be subject to the whole other advantadges and orders sett doun and provyded to the militia by the first Act of parliament Jaj vic seventy tuo and other acts made theranent Certifying with all every Heretor Lyable in outreik of any foot man who shall faill in the punctuall and timely putting out of sufficient men with their best arms and every footman Listed in the Said service of the militia who shall be absent from any day of Rendivouz shall be fyned in and be lyable to the penalties theranent provyded by the first Act of parliament Jaj vic seventy tuo And we uith advyce forsaid require and Command the Majors of the severall regiments respective abovenamed to be present with one or other of the Companies of the said regiment every Rendivouz day And to traine and exercise the same in Military discipline And for his Incouragement in the said service Wee Have appointed thretteen Shilling Sterling per diem to be payed to each Major for their paines and service for each day they shall be present uith and attending the exercising and training of any of the Companies of the saids respective regiments with Four Shillings Sterling per diem to the Leivtennant of each Company And Thre Shillings Sterling money forsaid to the Ensigne of the Collonells Company per diem And six pence money forsaid for each Drummer and serjant Besyds the Lyke soume payable to them by their outputters for each day the saids Companies shall be brought togither for exercise and discipline which soumes respective forsaids we uith advyce and Consent forsaid Require and Command the Collectors of Supplie in the severall shires upon ane attestation from the saids Commissioners of the severall shires under the hands at Least of three thereof with their Clerk who is to record the same in the Commissioners Books Bearing the Number of the dayes pay due to the saids officers serjants and drummers upon ane recept of the same by them respective to the Collector upon payment punctuallie to pay which attestation and recept wee hereby require and Command our Generall Receavers to accept of and receive from the severall Collectors as good payment of so much of the Supplie of the said shire and sufficient exoneration to them pro tanto as they uill be ansuerable for the same upon their highest perill And appointes the same to be alloued by the Lords of our Thesaury to the saids Generall Receavers And for the more effectuall defating and opposing of the said Invasion We uith advyce forsaid require and Command the haill fencible men uithin the Shire of Wigtoun Steuartry of Kirkcudbright And within the Shirrefdomes of Air Argyll Lanerk and Renfrew to meet and Conveen upon the seventh day of January nixt and rendivouz uith their best armes uithin their severall paroches under the Command of the officers formerly nominated and appointed or who shall be nominated and appointed for that effect And ther to exercise themselves And be in readines to March uith necessary provisions as they shall be required by further orders from Us or our privie Councill And for the better reinforcing our standing troopes to make a vigorous opposition to any such Invasion and timely to suppress any Intestine trouble that may happen therupon Wee uith advyce forsaid Require and Command the severall heretors uithin the Shires aftermentioned to provyde their respective Numbers of Militia of Horse according as the samen shall be appointed to be furnished by the severall Leaders to be named by the saids Commissioners of Militia authorized In manner abovementioned And to have the samen in readines uith a sufficient Rider and arms To meet and rendivouz at the places upon the dayes and under the Command of the persons respective aftermentioned viz: the Shire of Forfar one hundred and three Horse at the rate of ten pounds Sterling each horse besyds sufficient furniture and arms Conform to the first act of parliament Jaj vic seventy tuo to meet at Forfar the seventh day of January Jaj vic nynty seven years under the Command of the Earle of Strathmore as Captain therof The shire of Kincarden and Marschells part of Aberdeen seventy Four horse at the rate forsaid to meet at Aberdeen the said seventh day of Jannuary under the Command of the Earle of Kintour as Captain therto And the rest of Aberdeen and Banff Shire one Hundred and seventy six horse at the rate forsaid to meet wher the saids Captains and Commissioners shall appoint the said day under the Command of the Earle of Erroll and Lord Saltoun as Captains therto The Shires of Elgine Nairn and this syde of Ness Eightie eight Horse of the pryce forsaid to meet the said day where the Commissioners and Captains shall appoint under the Command of the Laird of Grant as Captain therto The Earle of Seaforth and the Lord Lovitt their division of Invernes Eightie Eight horse to meet as the saids Commissioners and Captains shall appoint under the Command of the Laird of Balnagoun as Captain therto The Shires of Southerland and Caithnes Eightie Eight horse at the rate forsaid To meet wher the Captains and Commissioners shall appoint day forsaid under the Command of the Lord Rae as Captain therto All of them uith ten dayes provisione at Eighteen Shilling per diem to be rendivouzed upon the dayes abovementioned and to be duely exercised during the said space And therafter to be duly and regularly quartered during the space they shall be keept togither in the nixt adjacent touns and villages upon payment of ready money for their quarters untill they shall receave further orders theranent And ue uith advyce forsaid require and Command the Commissioners of Militia for the saids severall shires Last abovenamed upon this syde of Spey to meet and Conveen upon the said tuenty fourth day of this present month of December And these upon the other syde therof upon the tuenty nynth day of the samen month And uith advyce of the saids respective Captains to make choise of fitt and sufficient persons qualified according to Law to be Leivtennents and Corronetts for the saids respective troops of Horse And to Intimat the same to the saids officers And require them to attend their duety and Commands under the pains above exprest Declaring hereby that all such persons who shall be Listed for the said Horse Militia shall be freed and exeemed from all other Levies whatsomever during their service in the said Militia And we with advyce forsaid require and Command the saids Commissioners of Militia to Cause the severall fractions for each Militia horse and ordaine the same uithin what short space they think meet to be duely paid in to the respective Leaders therof And in case of failzie to exact the paines and use the execution for the soume mentioned in the Act of parliament Jaj vic sixtie Nyne And that they take Care Good and sufficient horses armes and furniture be provyded able and fitt for the service Conform to the Acts of parliament and former practise in the Lyke causes And Further ue uith advyce forsaid require and Command the Commissioners of militia for the saids respective shires to Cause provyde at the Charges and expenses of the saids Shires a drum for each Company of the said foot militia And one pair of Colours for the Collonells Company and a Standart and Trumpet for each of the saids troops of horse And to Cause the said Charge and expensys therof to be Laid on the respective shires and raised In the same manner as the Supplies Imposed by Act of parliament for our service are Conform to the second act of parliament Jaj vic sixty nyne or to Call for the Drums Colours standarts and Trumpetts before provyded for that use att the charge of the severall shires And to Conveen the havers thereof before them And to Compell them to delyver up the same by Imprisonment or what other execution they think fitt Our Will Is Herefore And we Charge yow Strictly and Command That Incontinent these our Letters seen ye pass to the mercat Cross of Edinburgh and to the remanent mercat Crosses of the head burghs of the severall shires and Steuartries within this Kingdome And ther In our name and authority by open proclamation make Intimation of the premisses that none pretend ignorance And appoints our Sollicitor to transmitt printed Coppies hereof to the Shirreffs and Steuarts Clerks of the haill Shireffdoms and steuartries within this Kingdome with Coppies to be transmitted by the said shirreff and steuart Clerks to the ministers of the severall paroches within their bounds And ordaines the said shirreff and steuart Clerks to Cause publish this proclamatione at the Mercat Crosses upon the first mercat day after it shall come to their hands And appointes this proclamation to be Intimat in the saids paroch churches upon the fornoon after sermone the first Lords day Immediately after the same shall come to their hands And ordaines these presents to be printed Given under our Signet at Edinburgh be exercised upon att Leist for one day every week untill furder orders be Direct to them ther anent The first of which days for each Company to meet and rendivouz upon uithin the paroch or Bounds out of which it is raised Is heirby appointed to be uithin Eight dayes after the Captains and Leivtenants shall be named and the List of the bounds for their respective Companies given to them by the saids Commissioners And we uith advyce forsaid appoint the severall heretors to pay to each foot militia man of the saids respective Companies six shillings scotts per diem for each day they shall be exercised and Rendivouzed during the space forsaid Reserving to them their releiff therof from the mentennents and servants for whom the said foot men are to be putt out and who are not Listed in the Militia Requiring heirby the officers and souldiers punctuallie to attend the particular dayes of Rendivouz uith their best armes under the paines Contained in the first act of parliament Jaj vic seventy tuo Being now double in the tyme of uarr And for the better Incouragement of such who shall be Listed for our service in the said militia we doe hereby declare that all such persons who shall be Inrolled and admitted in this trust and service of the Militia Shall be Intirely reserved for that Imployment And During their Service in it shall be freed and exeemed from all other Levys and shall have the benefite of and be subject to the whole other advantadges and orders sett doun and provyded to the militia by the first Act of parliament Jaj vic seventy tuo and other acts made theranent Certifying with all every Heretor Lyable in outreik of any foot man who shall faill in the punctuall and timely putting out of sufficient men with their best arms and every footman Listed in the Said service of the militia who shall be absent from any day of Rendivouz shall be fyned in and be lyable to the penalties theranent provyded by the first Act of parliament Jaj vic seventy tuo And we uith advyce forsaid require and Command the Majors of the severall regiments respective abovenamed to be present with one or other of the Companies of the said regiment every Rendivouz day And to traine and exercise the same in Military discipline And for his Incouragement in the said service Wee Have appointed thretteen Shilling Sterling per diem to be payed to each Major for their paines and service for each day they shall be present uith and attending the exercising and training of any of the Companies of the saids respective regiments with Four Shillings Sterling per diem to the Leivtennant of each Company And Thre Shillings Sterling money forsaid to the Ensigne of the Collonells Company per diem And six pence money forsaid for each Drummer and serjant Besyds the Lyke soume payable to them by their outputters for each day the saids Companies shall be brought togither for exercise and discipline which soumes respective forsaids we uith advyce and Consent forsaid Require and Command the Collectors of Supplie in the severall shires upon ane attestation from the saids Commissioners of the severall shires under the hands at Least of three thereof with their Clerk who is to record the same in the Commissioners Books Bearing the Number of the dayes pay due to the saids officers serjants and drummers upon ane recept of the same by them respective to the Collector upon payment punctuallie to pay which attestation and recept wee hereby require and Command our Generall Receavers to accept of and receive from the severall Collectors as good payment of so much of the Supplie of the said shire and sufficient exoneration to them pro tanto as they uill be ansuerable for the same upon their highest perill And appointes the same to be alloued by the Lords of our Thesaury to the saids Generall Receavers And for the more effectuall defating and opposing of the said Invasion We uith advyce forsaid require and Command the haill fencible men uithin the Shire of Wigtoun Steuartry of Kirkcudbright And within the Shirrefdomes of Air Argyll Lanerk and Renfrew to meet and Conveen upon the seventh day of January nixt and rendivouz uith their best armes uithin their severall paroches under the Command of the officers formerly nominated and appointed or who shall be nominated and appointed for that effect And ther to exercise themselves And be in readines to March uith necessary provisions as they shall be required by further orders from Us or our privie Councill And for the better reinforcing our standing troopes to make a vigorous opposition to any such Invasion and timely to suppress any Intestine trouble that may happen therupon Wee uith advyce forsaid Require and Command the severall heretors uithin the Shires aftermentioned to provyde their respective Numbers of Militia of Horse according as the samen shall be appointed to be furnished by the severall Leaders to be named by the saids Commissioners of Militia authorized In manner abovementioned And to have the samen in readines uith a sufficient Rider and arms To meet and rendivouz at the places upon the dayes and under the Command of the persons respective aftermentioned viz: the Shire of Forfar one hundred and three Horse at the rate of ten pounds Sterling each horse besyds sufficient furniture and arms Conform to the first act of parliament Jaj vic seventy tuo to meet at Forfar the seventh day of January Jaj vic nynty seven years under the Command of the Earle of Strathmore as Captain therof The shire of Kincarden and Marschells part of Aberdeen seventy Four horse at the rate forsaid to meet at Aberdeen the said seventh day of Jannuary under the Command of the Earle of Kintour as Captain therto And the rest of Aberdeen and Banff Shire one Hundred and seventy six horse at the rate forsaid to meet wher the saids Captains and Commissioners shall appoint the said day under the Command of the Earle of Erroll and Lord Saltoun as Captains therto The Shires of Elgine Nairn and this syde of Ness Eightie eight Horse of the pryce forsaid to meet the said day where the Commissioners and Captains shall appoint under the Command of the Laird of Grant as Captain therto The Earle of Seaforth and the Lord Lovitt their division of Invernes Eightie Eight horse to meet as the saids Commissioners and Captains shall appoint under the Command of the Laird of Balnagoun as Captain therto The Shires of Southerland and Caithnes Eightie Eight horse at the rate forsaid To meet wher the Captains and Commissioners shall appoint day forsaid under the Command of the Lord Rae as Captain therto All of them uith ten dayes provisione at Eighteen Shilling per diem to be rendivouzed upon the dayes abovementioned and to be duely exercised during the said space And therafter to be duly and regularly quartered during the space they shall be keept togither in the nixt adjacent touns and villages upon payment of ready money for their quarters untill they shall receave further orders theranent And ue uith advyce forsaid require and Command the Commissioners of Militia for the saids severall shires Last abovenamed upon this syde of Spey to meet and Conveen upon the said tuenty fourth day of this present month of December And these upon the other syde therof upon the tuenty nynth day of the samen month And uith advyce of the saids respective Captains to make choise of fitt and sufficient persons qualified according to Law to be Leivtennents and Corronetts for the saids respective troops of Horse And to Intimat the same to the saids officers And require them to attend their duety and Commands under the pains above exprest Declaring hereby that all such persons who shall be Listed for the said Horse Militia shall be freed and exeemed from all other Levies whatsomever during their service in the said Militia And we with advyce forsaid require and Command the saids Commissioners of Militia to Cause the severall fractions for each Militia horse and ordaine the same uithin what short space they think meet to be duely paid in to the respective Leaders therof And in case of failzie to exact the paines and use the execution for the soume mentioned in the Act of parliament Jaj vic sixtie Nyne And that they take Care Good and sufficient horses armes and furniture be provyded able and fitt for the service Conform to the Acts of parliament and former practise in the Lyke causes And Further ue uith advyce forsaid require and Command the Commissioners of militia for the saids respective shires to Cause provyde at the Charges and expenses of the saids Shires a drum for each Company of the said foot militia And one pair of Colours for the Collonells Company and a Standart and Trumpet for each of the saids troops of horse And to Cause the said Charge and expensys therof to be Laid on the respective shires and raised In the same manner as the Supplies Imposed by Act of parliament for our service are Conform to the second act of parliament Jaj vic sixty nyne or to Call for the Drums Colours standarts and Trumpetts before provyded for that use att the charge of the severall shires And to Conveen the havers thereof before them And to Compell them to delyver up the same by Imprisonment or what other execution they think fitt Our Will Is Herefore And we Charge yow Strictly and Command That Incontinent these our Letters seen ye pass to the mercat Cross of Edinburgh and to the remanent mercat Crosses of the head burghs of the severall shires and Steuartries within this Kingdome And ther In our name and authority by open proclamation make Intimation of the premisses that none pretend ignorance And appoints our Sollicitor to transmitt printed Coppies hereof to the Shirreffs and Steuarts Clerks of the haill Shireffdoms and steuartries within this Kingdome with Coppies to be transmitted by the said shirreff and steuart Clerks to the ministers of the severall paroches within their bounds And ordaines the said shirreff and steuart Clerks to Cause publish this proclamatione at the Mercat Crosses upon the first mercat day after it shall come to their hands And appointes this proclamation to be Intimat in the saids paroch churches upon the fornoon after sermone the first Lords day Immediately after the same shall come to their hands And ordaines these presents to be printed Given under our Signet at Edinburgh
