Proclamation

proclamatione calling out the half of the foot militia in some shyres the fencible men in others and for seizing horses and armes

The following proclamatione being read approven and signed was ordered to be recorded wherof the tenor followeth William by the grace of God King of great Brittaine France and Ireland defender of the faith To etc macers of our privie Councill messengers at armes our Shirriffs in that part conjunctlly and severally specially constitut greeting Forasmuchas the protestant religione security of our people and peace of our Dominions are now in imminent danger and hazard by ane invasione designed from France wherein if our enemies should succeed our good subjects would be exposed to all the mischeiffs and Cruelties attending a forraigne invasione accompanied with insurrections at home And we considering how much our zeall to the protestant Religion our Care and Concern for the welfare and prosperity of our people Doth requyre a speedie and effectuall prepareing and haveing in readiness a suitable force and power within this our Kingdome for the present Exigence to withstand and defeat the attempt of our enemies from abroad or the insurrectione of evill disposed subjects at home and lykewayes considering that by the tuenty sexth Act parliament Jaj vjc sexty and three years There is a militia of foot and horse established in the severall shyres of this kingdome by the proportions therin set doune to be imployed expresslie or suppressing any forraigne invasione and intestine trouble and insurrectione have thought fitt at this tyme to call out the one Half of the militia of foot of the shyres aftermentioned to be randivouzed at the places upon the dayes and under the Command in maner afterspecified Therfore we with advyse of the Lords of our privy Councill for the better and more readie raiseing, outputting and imploying the one half of the said foot militia of the Shyres aftermentioned have nominated and appoynted the persons afternamed to be Collonels Leutt Collonells and Majors for the said half of the foot malitia for the shyres after set doune viz the Earle of Lauderdale as Collonell Sir John Clark of Penniecook to be Leutt Collonell and Alexander Burnet of Carlippes as Major for the shyre of Edinburgh The Lord Belhaven to be Collonell the Laird of Prestongrange Leutt Collonell and […] as Major for the shyre of Haddingtoune Sir John Home of Blackader as Collonell Sir Robert Stueart of Allanback Leutt Collonell and Captain Alexander Cockburne in Dunse as major for the Shyre of Berwick Patrick Murray of Livingstoune as Collonell, James Pringle of Torwoodlie Leutt Collonell and […] as major of the half of the militia of the shyres of Linlithgow Peebles and Selkirk The master of Burghlie as Collonell […] Arnot of Auchinmoor as Leutt Collonel and […] Hay younger of Naughtone as major for the eastern divisione of Fyfe The Earle of Collonel Keith Leutt Collonell and […] as major for the Toune of Edinburgh Cannongate Leith and suburbs and Hereby requyre and Command the Commissioners of Supply (2whom we Hereby nominat and appoynt to be Comissioners of the militia for that effect3 effect4 within the shyres of Linlithgow Edinburgh citie and suburbs of the same Haddingtoune Berwick Selkirk Pebles Fyfe and Kinross to meet and conveen the nynth day of this Currant moneth of march and there to nominat the Captaines and other inferior officers who are to be persons wel affected to our Government and qualified according to Law before they enter to command The half of the foot militia now to be put out and randivouzed within the said respective shyres and immediatly to give nottice and intimatione to the severall persons to nominat by them of the Charge and Command they are appoynted to in the said foot militia Declareing the plurality of the said Commissioners who shall conveen upon the day foresaid a sufficient quorum to act and doe every thing necessary in the premisses with certificatione to such of them Commissioners who shall not meet they shall be proceeded against for their neglect conform to the acts of parliament made anent the militia And we with advyce foresaid requyre and Command the persons who shall be nominat by the said Commissioners to Command the half of the foot militia as Captaines or other inferior officers to accept of the said Command and attend the places and dayes of Rendivouz aftermentioned and furder till they be discharged under the pains contained in the acts of parliament made theranent viz a Captaine a foot under the paine of ane Thousand merks, a lwetennent or Ensigne of foot fyve Hundred merks and sicklyke we with advyce foresaid Requyre and Command all the Heretors and others Lyable to outreik and fournish any foot militia within the shyres abovenamed to have their number and proportione of the same readie with ten dayes pay at sex pence per diem and Send them to be randivouzed and brought together upon the tuenty day of the said moneth of March at the places respective following with the best armes they have viz these for the shyre of Linlithgow at Evanbridge the said day These for the shyre of Edinburgh at the Links of Leith the said day These for the Toune of Edinburgh Leith and Cannongate and suburbs therof at Bruntsfeild Links day foresaid These for the Shyre of Haddingtoune at Beinstoune moore the said day These for the shirriffdome of Berwick at Fogo moor day foresaid These for the Shirriffdome of Selkirk at […] the said day and these for the shirriffdome of Pebles upon the toune green of Peebles day foresaid and the Half of the foot militia for the Shyres of Fyfe and Kinross as follows viz these of the Shyre of Kinross and the presbitries of Dumfermling and Kirkcaldie at the Links Bruntisland and the Presbitries of St Andrew’s and Couper at the Links of Leven day foresaid where they are to be exercised and keeped together by the Captains and other officers dureing the said space of ten days as orders shall be sent to them from tyme to tyme with certificatione to every Heretor or other persone who are bound and oblidged in the outreek of the Half of the foresaid foot militia within the shyres before exprest They shall now in the tyme of war be lyable to the double of the fynes and penalties to which they are obnoxious in the tyme of peace for absence and deficiencie of every persone to be outrieked by them conforme to the first act parliament Jaj vjc seventy and two years and for the more effectuall opposeing and defeating of the said intended invasione we with advyse foresaid requyre and Command the Haill fencible men within the Shyres of Wigtoune and Stueartries of Kirkcudbright and within the Shirriffdomes of Ayre Dumbartoune Lanerk and Renfrew within three dayes after intimatione hereof To meet and randivouze with their best arms within ther severall paroches under the Command of the officers formerly nominated and appoynted for that effect And there to exercise themselves and to be in readiness to march with necessarie provisions as they shall be requyred by farder ordors from us or our Privie Councill to that effect and for the better Incouragement of such as shall attend the said Randivouze and present service and that they shall be noe others imployed or furder troubled but to serve in withstanding and Resisting the present invasione we with advyce foresaid Declare and give assureance that none of the foresaid persons now called out shall at any tyme after the present exigencie is over be Looked upon or reckoned as Listed souldiers or ever seized or troubled any manner of way quhatsomever upon account of their being imployed in this present service but their being dismissed and sent home shall be a sufficient pass and security to them without farder exonoratione And in reguaird there are severalls of our subjects who have not qualified themselves according to Law whose Horses above the rate allowed them by the acts of parliament and armes may be either seized upon by the enemie in case ane invasione shall happen or otherwayes misimployed to the prejudice of our service Therfore we with advyse of the Lords of our privie Councill Requyre and Command the Shirriffs of the severall shyres Stuearts of the Stueartries Baillies of the Regalities and magistrats of Burghs within this Kingdome to seize upon the Horses and armes belonging to any of our Subjects In ther respective jurisdictions who have not sworn the alleadgeance and subscryved the same with the assureance to us in whose keeping soever the said Horses are being above the rate of ane Hundred merks scots and that the Cause the said horses to be keeped and sufficiently taken care of, in secure and safe places at the expence of the owners thereof untill they shall be called for by our privy Councill and given to sufficient ryders and horsemen to be imployed in our service And we with advyce foresaid requyre the severall Shirriffs and other magistrats abovenamed To make report to our privie Councill what Horses and armes are seised by any of them and to whom they did belong and where they have disposed thereof for the present to be securely keeped for the service of our Government betwixt and the […] day of […] next to come as they will be answerable at their perill To the effect our privie Councill may send their furder orders how to bestow or dispose upon the said Horses according to the exigences or event of the present occasione our will is Herefore and we charge you strictly and Command That incontinent thir our Letters seen ye pass to the marcat Cross of Edinburgh and to the marcat crosses of the remanent head burghs of the severall shyres and stueartries within this Kingdome And there in our name and authority by open proclamatione make intimatione hereof that none pretend ignorance And appoynts our Sollicitor to transmitt printed copies hereof to the Shirriffs and Stueart Clerks of the haill shirriffdomes and stueartries within this kingdome with coppies to be transmitted by the shirriff and stueart clerks to the ministers of the severall paroches within their bounds And ordaines the Shirriff and Stueart Clerks to cause publish this present proclamatione at the marcat crosses upon the first marcat day after it shall come to their Hands and appoynts the ministers of the severall paroches to intimat this proclamatione at their paroch Churche’s upon the forenoone after sermon the first Lords day immediatly after the same
