Proclamation for paying in the polemoney

The proclamation after insert being read was votted approven and signed wherof the tenor folloues
William by the Grace of God King of Great Brittain France and Ireland defender of the faith To […] Macers of our privie Councill messengers at arms our shirreffs in that part conjunctlly and severallie specially Constitut Greeting Forasmuchas the polemoney Granted to us by Act of parliament Jaj vjc nyntie five doeth still for the Greater part remaine unpayed notwithstanding of all the Diligence that hitherto hath been used for uplifting and inbringing of the same And it being unjust and unreasonable that these equallie bound and who have not payed should not pay as others have done And because the terme of mertimes next is appointed by the said Act of parliament 2 to be the Last terme for production of discharges Therfore we uith advice and Consent of the Lords of our privie Councill In prosecutione of the said Act of parliament for the better Ingathering of what remains of the said pole money and to take of all pretence of exemption from such as have hitherto failled to make due payment after the said terme of Mertimes next shall be Come and bypast Doe heirby Command and charge all that have not already made payment of the pole money due by them respective to make payment of the samen to the Collectors of ther respective paroches or shires or others to be appointed for that effect betuixt and the fifteenth day of October next to Come Lykeas for the better Encouragement we have thought fitt to discharge And doe heirby discharge all such as shall make payment of the pole betuixt and the forsaid day of the Doubles and quadruples already by them Incurred and still resting unpayed Certifying them withall that if after so much forbearance on our part and Contumacy on their part They shall of new failzie to make payment betuixt and the forsaid day They shall Incurr the forsaid Doubles and quadruples In manner sett doun in the Act of parliament sicklyke as if the forsaid day had been the precise day of payment fixed by the said Act which doubles and quadruples shall in caise of failzie forsaid be exacted uith all rigor And in regaird the forsaid clause in the Act of parliament Declaring none to be holden to produce their discharges or recepts of the said pole after the said terme of Mertimes was manifestly provyded in favours and for releiff of such as should make due payment But noeuayes to exempt any who Contemning the diligence used against them should failzie in payment as said is Therfore it is farder heirby declared that whosoever Lyable to pay their pole shall not make due payment therof betuixt and the forsaid day heirby appointed shall be reckoned as a contemner of dilligence and still under the course therof and lyable to the same notuithstanding of any pretence that may be made upon the forsaid clause of the Act of parliament wherin such failzeirs are noe wayes Concerned But prejudice aluayes to all who have already made due payment and who shall instruct the same either by recepts or the Collectors books or oaths of the benefite of the forsaid clause and their perpetuall Liberation Our will is heirfore And ue Charge yow strictly and Command That Incontinent these our Letters seen ye pass to the mercat Cross of Edinburgh and to the mercat Crosses of the remanent head burghs of the severall shires and steuartries uithin this Kingdome And ther in our name and authority make publication hereof That none may pretend ignorance And we ordaine our sollicitor to dispatch Coppies hereof to the shirreffs of the severall shires and steuarts of steuartries and their deputs or Clerks to be by them published at the mercat Crosses of the head burghs upon recept therof And Immediatly transmitted by them to the severall paroch Churches uithin the respective shires and steuartries forsaids to be published att the saids churches And ordaines these presents to be printed and published Given under our signet at Edinburgh the thretteenth day of Agust and of our reigne the Eight year 1696 sic subscribitur ut sederunt except The Earle of Argyll the Lord Ruthven the Lord Anstruther and the Lairds of Pollock and Stevenson
