The Councell Recommended to the Earle of Forfar The Lord Polluarth and Sir Thomas Livingstoune to Consider the Former proclamatione made anent persones Removing themselves from this Kingdome to Ireland And to prepare a new proclamatione for hindering persones to Goe from Scotland to Ireland suitable to the present Circumstances Least the flight of persones from this kingdome may become ane Impediment in the speedy raising of the present Levy
